The increasing interest in trade practice submittals makes necessary the publication of a more complete account of their operation, and this affords an opportunity for a more complete explanation of this form of procedure than has yet appeared. Early in its history the commission was called upon to deal with situations where complaints from many parts of the country came to it in regard to alleged unfair practices in an industry by one competitor against another. The commission sought to devise some plan by which it could assist such an industry in eliminating alleged unfair practices before the commission had made an investigation and had reason to believe that complaint should issue. It frequently appeared that the major portion of those engaged in an industry wherein the use of some questionable trade practice prevailed were the victims rather than the originators of such practices, which they were obliged to follow or be placed at a serious competitive disadvantage. It further appeared that in many instances business men were unable to divorce themselves from such unfair practices, though anxious to do so, without outside assistance
