We will take up this morning the item for the Mr. HOPKINS. Mr. Chairman and members of the committee, I should like to divide what I have to say into three or four parts; first, a discussion of the funds; second, a discussion of employment as a result of the appropriations by Congress; third, a statement of our projects; and fourth, a statement of the relief problem as I see it, and the implications of this problem as reviewed in the President's AMOUNT OF FUNDS APPROPRIATED UNDER EMERGENCY RELIEF ACTS OF The Emergency Relief Appropriation Act of 1935, through which the Works Program was initiated, made available a total of funds not to exceed $4,880,000,000 to provide relief, and work relief for employable persons in need as a result of industrial unemployment and agricultural distress. For the continuation of this work, the Emergency Relief Appropriation Act of 1936 provided an additional $1,425,000,000. Through December 31, 1936, allocations totaling about $6,094,000,000 had been made from these funds to the various agencies participating in the Works Program-some of them regular Government departments and some independent agencies set up specifically for operating as Works Program agencies.
