For the convenience of Members of the House, I have thought it right to prepare a full statement of the cost of the additions discussed in the course of the Debate on the Second Reading of the Territorial and Reserve Forces Bill, involving an addition to the Estimate in Command Paper No. 3296, already laid before the House. I wish to point out that both the original estimate and this one are based not upon what is likely to be spent for many years to come, but upon the estimate of the cost of training, administering and placing in the field for 15 days, mobilized on a war footing, the entire force of 313,905 officers and men. For instance, the number of horses provided for in the original estimate is largely in excess of any possible requirements in peace time, even on a manœuvre scale. Again, the second item in the additional Estimate relating to the substitution of Regular officers as Adjutants is one which can only be considered when the full plans for training the Territorial Force have been matured and submitted to the House. It is impossible to regard the full sum for this service as one which will necessarily be required in the future, but I have inserted it in order to give the House the extreme limit of cost. In like manner Items 5 and 6 in the additional Estimate have been calculated on a very liberal scale. From these observations it will be seen that, while I have put in the whole of these six items in order to show what my advisers consider the maximum limit that this expenditure can reach for a force on the scale proposed, I do not anticipate that the Annual Estimate in peace time will reach anything like the total figure given. 22nd May, 1907.
