ESTABLISHMENTS ON WHICH THE CALCULATIONS IN TABLE I. ARE BASED. Agreeing with the total Home and Colonial Establishment shown on page 11 of the Army Estimates, 1907-08. III.-EXPLANATORY MEMORANDUM. In preparing the above table of Establishments, the following general principles have been observed : Peace Establishments. The troops shown under Head II. (Fixed Garrisons at Home and Abroad) consist of Regular and Auxiliary Garrison Artillery and Engineers detailed for fixed defences, with a due proportion of medical and other departmental personnel and the West India Regiment. All other Regular and Auxiliary troops are shown under Head I. (Mobile Defence). The extent to which the Regular Infantry battalions stationed in peace time at naval bases and defended ports abroad are available for field service depends upon the circumstances of the case when war arises. As a rule, if used for such service, they would have to be replaced, wholly or partially, by Militia or other troops from the United Kingdom. Of the Mobile Defence troops at Home (Head I. (b.) and (c.)) all Regular troops on the peace establishment are shown as available for field service at Home or Abroad, except the establishments of depôts and of Military Police, which are shown as available for field service at Home only. The whole of the Auxiliary Forces, other than Garrison Artillery and Engineers detailed for the defence of Home ports, are shown as available for field service at Home only. This distribution will be materially altered when the Territorial and Reserve Forces Bill comes into operation. The figures in the table of Establishments do not include Head-quarters Staff and the Staff of Commands. Reserves. The whole of the Army Reserve is shown under Head I. (b.) (Field Service at Home or Abroad) with the exception of the remnant of the Submarine Miners and the Garrison Artillery. The reservists of the latter arm are divided proportionately to its peace establishment between Head I. The remnant of the Reserve Division of the Militia is shown under Cost. In the calculations of cost, the total sum provided in the Army Estimates of 1907-08, with the exception of the special and non-recurrent items detailed above Table I., has been distributed approximately under the prescribed heads and subheads. In doing this, the sums provided for personnel, including pay, rations, clothing, transport, barrack accommodation and stores, personal equipment, &c., and pensions have been distributed in accordance with the Table of Establishments. The sums provided for Fortifications and Coast Defence Artillery have been charged to Fixed Garrisons, and those for Horse and Field Artillery to Mobile Defence. The remainder of the sums provided for clothing, stores and works, and those provided for staff and administration, have been distributed over the several heads in proportion to the Regular establishments.
