EXPLANATION of the Causes of Variation between Expenditure and Grant.

Grants in Aid.-As regards this service it was estimated that the Relief Works would be kept open until the month of August, but the hay harvest in England being much earlier than usual, the migratory labourers had nearly all left by the end of June, and, accordingly, it was possible to close a number of the works early in July and the remainder before the end of the month.

Engineering, Supervision, and other Expenses.-These expenses generally proved much less than anticipated. To complete and render of more utility works executed by Guardians it was necessary to build certain bridges and culverts, and the cost of these works, which were constructed under the direct supervision of the Local Government Board, was charged to this Sub-Head (Treasury Letters of 23rd August 1905, No. 15,336, and 5th December 1905, No. 21,569).
