VOTE 2.-MISCELLANEOUS EXPENSES-continued.

EXPLANATION of the Causes of Variation between Expenditure and Grant.

A. The expenditure on " Engrossing and Copying Patents of Arms, &c.," was below the estimate.

B. The Sub-Head provides for the cost of Insignia and other expenses in connection with Orders of Knighthood, &c., which depends upon the number of appointments made, and cannot therefore be accurately estimated.

C.-The expenditure in connection with the Regalia was below the estimate.

D. The office of His Majesty's Limner remained vacant.

E.-The expenses connected with the Bible Board were less than estimated.

J.-The net receipts of the Railway exceeded the estimated amount, and the sum required to meet the deficiency for payment of dividend on the authorised capital was therefore less.

The Stamp Duties were paid from the Civil Contingencies Fund, and were included in the amount voted in August 1906 for "Repayments to the Civil Contingencies Fund," Class VII., Vote 5.

The Surplus of 3,4141. s. 10d., shown on the Account of the Vote "Miscellaneous Expenses," for the year ended 31st March 1905, has been surrendered.

REPORT OF THE COMPTROLLER AND AUDITOR GENERAL

1. The office of His Majesty's Limner became vacant, by death, on the 26th December 1901, and although no fresh appointment has been made, the salary of this post, viz., 971., has been provided for in all subsequent Estimates. An explanation of the course adopted in this instance was given to the Public Accounts Committee, 1906 [Qns. 4534–6].

2. The Amount to be Surrendered is, as shown by the Account, 7,892l. 118. 4d.

REPAYMENTS TO THE LOCAL LOANS FUND.

ACCOUNT of the Sum Expended, compared with the Sum Granted, to make good certain sums written off from the ASSETS of the LOCAL LOANS FUND (50 & 51, Vic. c. 16. s. 15), in the Year ended 31st March 1906.

The Surplus of 1s. 4d. shown on the Account of the Vote "Repayments to the Local Loans Fund," for the year ended 31st March 1905, has been surrendered.

Nature of

1. The payments for which this Grant provides are for making good to the Local Account. Loans Fund under Section 15 of the National Debt and Local Loans Act, 1887 (50 & 51 Vict. c. 16), sums due in respect of principal not likely to be recovered, which_have been written off the assets of the Fund under the authority of the Public Works Loans Act, 1904 (4 Edw. 7, c. 36), viz. :—

2. The Surplus to be Surrendered is, as shown by the Account, 3s. 11d.
