EXPLANATION of Causes of Variation between Expenditure and Grant.

A.--The saving was mainly due to the occurrence of vacancies caused by the retirement of a Principal Clerk and others, and to the consequent appointment and promotion of officers at minimum rates of salary. There was also a saving under "Copying" and "Temporary Assistance."

B.-Small savings occurred on the "Housekeeping" item, and a saving of 1021. arose on the item for "Travelling" owing to the Messengers' expenses being below the average of recent years. These savings proved more than sufficient to meet an excess of about 561. on the provision for parcels postage, which was due mainly to the fact that five quarters' supply of stamps were paid for during the year in the case of the Emigrants' Information Office.

EXTRA REMUNERATION.

A Second Division Clerk of the Higher Grade was paid a gratuity of 801. for special services rendered during the South African War and the period of exceptional pressure following the war.

The undermentioned officers received extra remuneration from the provision under the item in the Estimate, Class II., Vote 6, for "Temporary Assistance, including overtime of Second Division Clerks and others," &c., for overtime, &c.-Assistant Superintendent of Printing Branch and Shorthand writer 457. 3s.; Assistant to Supervisor of Copying *59l. 16s. 2d.; Supplementary Clerk in Registry *341. 78. 8d.; Supplementary Clerk *421. 88. 3d. * Including 331. 8s. 3d. ; 27l. -s. 7d. and 47. 19s. 9d. respectively for Special Copying out of office hours.

EMIGRANTS' INFORMATION OFFICE.-GRANT-IN-AID.

2. The Account of the Grant in Aid, as audited in my Department, is appended. Including the balance of 7231. 148. 6d. brought forward, the Account shows a total receipt of 2,231l. 9s. 1d. and a total expenditure of 1,705l. 38. 1d. The balance carried forward is 526l. 6s. -d.

3. A sum of 144l. 10s. 3d. received during the year 1905-6 in respect of the sale of Handbooks. Handbooks, which are sold at a loss, has been paid over to the credit of the Stationery Office Vote, where provision is made for the cost of their production.

Stamps.

4. In addition to the amount of the Grant in Aid, stamps to the value of 230l. were issued to the Emigrants' Information Office. The charges for these stamps, which are obtained through the Colonial Office from the Postmaster-General at 75 per cent of their face value, are included in Sub-Head B., Incidental Expenses of the Colonial Office Vote. Continuance 5. The question raised by the Public Accounts Committee in paragraph 4 of the 2nd Report 1906 as to the necessity for the continuance of the Grant in Aid has been referred by the Treasury for the observations of Lord Elgin.

EXPLANATION of the Causes of Variation between Expenditure and Grant.

A --The variation between expenditure and grant is accounted for by savings on the amount provided for a Junior Clerk, and to the expenditure in respect of Shorthand Writing, Copying and Office Keeper's Expenses having been less than estimated for. Against the gross decrease have to be placed the Salary of the Lord President (revived in Lord Crewe's favour, see Treasury 1291/06), and an increase of Salary to his Private Secretary (Treasury 286/06): in addition, provision had to be made for an increase of Salary to a Second Division Clerk, and for the Salary of an additional Assistant Clerk (Abstractor Class) (Treasury, 14243/05).

B. The difference is due to savings on the amounts taken for Special Trains and Office Keeper's Expenses. D. For an explanation of the amount of Office Fees received in excess of the Estimate for 1905-6 I desire to refer to my Memorandum of 1900. At the time when the estimate was made the number of Records received showed a considerable decline as compared with the previous year.
