The expenditure depends mainly on the progress made by the War Compensation Court in dealing with cases, and the nature of their awards. 2. (For current charges, see subhead B.) 2(A). The estimate included provision to meet an arbitration award on claims for increased traffic rates on the Egyptian State Railways. The award for the period to March 1920 was received in time for a payment of 707,000l. to be included in the Account for 1921/22, and the claim for the subsequent period was reduced by negotiation. 2(B). The estimate by the Shipping Liquidation Department, Board of Trade, of terminal charges for re-conditioning transports, &c., proved to be too high. A lump sum settlement of outstanding War Office liabilities for the period 1 April 1921 to 31 March 1923 was made with Treasury sanction in October 1923; the terminal" portion (130,0001.) of this sum is included in this item, the current portion (1,046,0007.) under subhead B. 3(B). " The sums receivable represent the sea freight element in adjustments of War claims against various Allied Governments for supplies of coal. 2(D). This is a payment by Tanganyika for the retention of rolling stock sent to East Africa during the War. 3. The number of medals to be issued during the year was over estimated. 4. When the estimate was prepared, there was considerable obscurity as to the extent of the charges remaining to be brought to account in connexion with the campaign in East Africa. The account includes 340,0001. representing the balance of the charges for Pay and Allowances of the King's African Rifles. Some 96,000l., not fully vouched, has been included with Treasury authority (see p. 206). The accounts of this regiment were kept locally and were not under War Office control. The main items in the sums receivable are (i) an arrear payment of 40,0001. by the Gold Coast Colony in respect of the normal cost of the Gold Coast Regiment, the whole cost of which, during its employment in the East African Campaign and until April 1921, was borne by Army Funds; (ii) a credit of 45,0001. received through the Indian accounts. 5. At the time the estimates were framed it was anticipated that all claims relating to Prisoners of War would have been settled by 31 March 1922. The principal payment was a refund to the Dutch Government of expenses of British prisoners of war in Holland. The sums receivable represent a refund by the French Government. 6. The saving arises on the Middle East. When the estimate was prepared, it was uncertain what proportion of charges in that area would fall to be met by the Air Ministry, who took over the administration during the year. 7. Few of the claims which the estimate had in view reached settlement during the year. The account includes (i) payments to and receipts from various Allies, Dominions, and Colonies for stores, supplies, and services rendered; (ii) arrear adjustments through the Indian accounts in respect of Indian Expeditionary Forces; and (iii) outstanding charges and credits relating to the Palestine Military Railways, and the clearance of various war terminal claims and counter claims at home and abroad. 10. The provision for closure expenses was not required. The sums receivable represent arrear receipts for wagon repairs, &c., which could not be brought to account in the |
