The maximum number of Army Reservists drawing pay in 1924-25 is estimated at 92,000, as against the estimate of 84,000 in 1923-24. B.-SUPPLEMENTARY RESERVE. This force, for which provision was made in 1923-24 under the name of Militia, is raised under the Territorial and Reserve Forces Act, 1907, and the Territorial Army and Militia Act, 1921, and is to supplement the Regular Army Reserve on mobilization. For provisional Establishment, see p. 42. Emoluments.-Officers receive an annual gratuity of 251.; men receive annual bounties ranging from 87. to 207. in consideration of their liability to foreign service with the Expeditionary Force. Those who train in peace (see below) receive Territorial emoluments in addition. The personnel is divided into two classes :— (1) Officers and men who train in peace. A certain number of Supplementary Reserve units of Engineers and Corps of Signals will be formed, to be administered and trained on the same lines as units of the Territorial Army. Other Supplementary Reservists will be borne as supernumeraries upon the strength of Territorial Army units. Officers other than those of Supplementary Reserve units will train with Regulars. (2) Officers and men who do no training in peace, their duties on mobilization being of a technical nature corresponding to their occupation in civil life. C. OFFICERS TRAINING CORPS. The estimate covers camp expenses and efficiency and other grants to both Senior and Junior Divisions. The Permanent Staff consists of 9 Officers and 50 Instructors. The increase in cost is due to increased strength of both Divisions and to higher charges for stores. 2. Raised under the Territorial and Reserve Forces Act, 1907, and the Territorial Army and Militia Act, 1921. For Establishment see p. 44 and Appendix V. The maximum strength provided for in 1924-25 is 153,000 officers and men, exclusive of Permanent Staff. The amounts under the various items include provision for officers and men of the Supplementary Reserve (see p. 39) to be administered by County Associations, and 227,0001, is charged off to Subhead II.B. on this account. D.1.-Account 1922-23, 825,1831. Numbers of the Permanent Staff on which the estimate is based : Territorial Army Divisional Staffs are also employed in the administration of Military Areas in Home Commands; a share of their cost (14,5007.) is therefore transferred to Head IV.B. The increase in Permanent Staff is due to the incorporation of the Inns of Court O.T.C. in the Territorial Army, to the raising of new Air Defence units and to minor additions to other units. D.2. The upkeep of clothing and equipment is met from these grants; the value of initial issues is provided under item D.5. 1,0007. is provided for grants in respect of the expenses connected with the enrolment of members of Voluntary Aid Detachments.
