Present: Senators Magnuson, Allott, Young of North Dakota, and Hruska. INDEPENDENT OFFICES STATEMENT OF THE CHAIRMAN Senator MAGNUSON. The committee will come to order. The Chair has a very short statement here for the record about the hearing and the timetables. These hearings begin the consideration of the estimates for 1964, of the agencies under the Independent Offices Appropriations, of which there are 29 that we have to consider, including this one. The House Appropriations Committee, of course, has heard most of the agencies, but they will not complete their hearings and report on the bill until the House Committee on Science and Astronautics has reported an authorization bill for 1964. I might say for the record, the Senate Space Committee is now proceeding on the authorization bill over here. So that ought to speed that up a little bit. The reason I am saying this is to let you know when you might have a bill, not like last year, when you waited until October. So our scheduled hearings have been stretched to the middle of July for all agencies and we hope by that time to get the House report. After we get the House report, each agency will be given an opportunity to advise the committee on changes or the differences in the bills, but I thought we would get the statements and the so-called formal statements out of the way. Then when the House passes the bill, we can sit down and look at what the House did or didn't do, as we usually do. This will save time for everybody. Normally we have waited until the House passed the bill; then we started. Last year, I think the Senator from Colorado and I got a bill after Labor Day, long after. Senator ALLOTT. It was close to the first of October. 1 Senator MAGNUSON. So we will go ahead today with your formal statements and anything else you want to consider. But if we do discuss what the House may or may not do, it will merely be speculation. We are glad to have with us the Chairman of the FCC, Mr. Henry. For the record, he has with him Commissioners Hyde, Lee, and Cox, and other members of the FCC staff who might be called upon for some detailed analysis of some of the items in your request. Since we have not received any word from the House on our request to them last winter, my general plan is to make a statement to you along the lines that we gave to the House; that is, a general summary of some of the Commission's activities during the past year and then some detailed discussion of some of the more important budget items. So with your permission, I will proceed with that statement. Of course, I am ready for your particular questions at any time. Senator MAGNUSON. I think that we had better go along with your statement and if we feel like we want to ask questions, we will, because this hearing is of that nature.
