WITH reference to the Agreement which is being signed this day on behalf of the British and Greek Governments in regard to the measurement of tonnage of merchant ships, I desire to place on record the fact that this agreement is made with the consent of His Majesty's Self-governing Dominions and India. 2. I have the honour to add that it would be understood that the stipulations of the Agreement shall not be applicable to Iraq unless notice shall have been given of the desire of the Iraq Government that they shall be so applicable. There shall be between the territories of the two contracting parties reciprocal freedom of commerce and navigation. The subjects or citizens of either of the two contracting parties shall be entitled to enter, travel and reside in the territories of the other so long as they satisfy and observe the conditions and regulations applicable to the entry, travelling and residence of all foreigners. ARTICLE 3. The subjects or citizens of each of the two contracting parties in the territories of the other shall enjoy, in respect of their persons, their property, rights and interests, and in respect of their commerce, industry, profession, occupation or any other matter, in every way the same treatment and legal protection as the subjects or citizens of that party or of the most favoured foreign country, in as far as taxes, rates, customs, imposts, fees which are substantially taxes, and other similar charges are concerned. ARTICLE 4. The two contracting parties agree that in all matters relating to commerce, navigation and ΑΡΘΡΟΝ 2ον. Οἱ ὑπήκοοι ή πολῖται ἑκατέρου των συμβαλλομένων μερῶν θὰ δικαιοῦνται νὰ εἰσέρχωνται, ταξειδεύωσι, καὶ διαμένωσιν εἰς τὰ ἐδάφη τοῦ ἑτέρου ἐφ ̓ ὅσον τηροῦσι καὶ συμμορφοῦνται πρὸς τοὺς ὅρους καὶ κανονισμούς, τοὺς διέποντας τὴν εἴσοδον τὰ ταξείδια καὶ τὴν διαμονὴν ὅλων τῶν ἀλλοδαπών. ΑΡΘΡΟΝ 3ον. Οἱ ὑπήκοοι ἢ πολῖται ἑκατέρου τῶν συμβαλλομένων μερῶν θὰ ἀπολαύωσιν, ὑπὸ πᾶσαν ἔποψιν, ἐπὶ τῶν ἐδαφῶν τοῦ ἑτέρου ὅσον ἀφορᾶ εἰς τὰ πρόσωπα, τὴν ἰδιοκτησίαν, τὰ δικαιώματα καὶ συμφέροντα αὐτῶν, τὸ ἐμπόριον, τὴν βιομηχανίαν, τὰ ἐπαγ‐ γέλματα καὶ τὰς ἀσχολίας αὐτῶν, ὡς καὶ ἐν παντὶ ἄλλῳ θέματι, τῶν αὐτῶν πλεονεκτημάτων καὶ τῆς καὶ τῆς αὐτῆς νομίμου προστασίας ὧν ἀπολαύουσιν οἱ ὑπήκοοι ή πολῖται τοῦ ἑτέρου του μέρους ἢ τοῦ μᾶλλον εὐνοουμένου ξένου Κράτους, ἐφ ̓ ὅσον πρόκειται περὶ τελῶν, φόρων, ποσοστῶν φορολογίας, τελω νιακῶν δασμών και δικαιω μάτων ἐξομοιουμένων οὐσίαν πρὸς τέλη, καὶ ἑτέρων παρομοίων βαρών.
