LES Gouvernements de la Belgique, des Etats-Unis d'Amérique, de la France, de la Grande-Bretagne, de l'Italie, du Japon, du Brésil, de la Grèce, de la Pologne, du Portugal, de la Roumanie, de l'Etat serbe-croate-slovène et de la Tchécoslovaquie, représentés respectivement par les soussignés, sont convenus de ce qui suit:

ARTICLE 1er.

Armées d'Occupation.

I. A partir du 1er avril 1926 et jusqu'au 10 janvier 1980, ou jusqu'à une modification des zones d'occupation militaire, le prélèvement à opérer par priorité sur les annuités du Plan des Experts pour la couverture totale des frais des armées d'occupation, toutes prestations en vertu de l'Arrangement rhénan comprises, sera calculé sur la base annuelle de 141 millions de marks-or, dont : 100 millions pour les troupes françaises, 25 millions pour les troupes britanniques, 16 millions pour les troupes belges,

ces chiffres correspondant aux effectifs suivants :

60,000 hommes pour les troupes françaises,
7,900 hommes pour les troupes britanniques,
8,900 hommes pour les troupes belges,

et constituant des maxima.

II. Pour la période du 1er avril au 31 août 1926 et ultérieurement pour chaque semestre, l'allocation de chaque Puissance occupante sera déterminée, dans la limite de son maximum et à son choix :

(a) soit au prorata des effectifs réels pendant la période considérée, comparés aux effectifs de base ci-dessus,

(b) soit, en ce qui concerne les dépenses autres que celles des prestations des articles 8 à 12 de l'Arrangement rhénan, par application des règles fixées par les paragraphes I à IV de l'article 1er de l'Arrangement financier du 11 mars 1922, et en ce qui concerne les prestations des articles 8 à 12 de l'Arrangement rhénan, sur la base des débits réels définitifs au titre de ces prestations.

THE Governments of Belgium, the United States of America, France, Great Britain, Italy, Japan, Brazil, Greece, Poland, Portugal, Roumania, the Serb-Croat-Slovene State and Czechoslovakia, respectively represented by the undersigned, have agreed as follows:

ARTICLE 1.

Armies of Occupation.

I. For the period the 1st April, 1926, to the 10th January, 1930, or until a modification in the zones of military occupation, the amounts to be admitted as a prior charge on the Annuities of the Expert Plan in respect of the total costs of the Armies of Occupation inclusive of the costs of supplies and services of all kinds under the Rhineland Agreement shall be calculated on a yearly basis of 141 million gold marks, divided as follows:

These figures correspond to the following effective strengths :

II. For the period from the 1st April to the 31st August, 1926, and thereafter at six-monthly intervals, the allocation to each occupying Power shall be fixed within the limits of its maximum allocation and at the choice of the Power concerned :

(a) either in accordance with the proportion between the actual effective strength during the period in question and the basic strength above, or

(b) as regards costs other than those of supplies and services under articles 8-12 of the Rhineland Agreement by application of the provisions of paragraphs I and IV of article 1 of the Financial Agreement of the 11th March, 1922, and as regards costs of supplies and services under articles 8-12 of the Rhineland Agreement on the basis of the final debits in respect of such supplies and services. 4002 Wt. 1125 6/27 F.O.P. III. Pour l'application de la formule (a), la Puissance intéressée fournira l'état certifié de ses effectifs moyens mensuels.

Pour l'application de la formule (b), la Puissance intéressée fournira, suivant les règles actuellement en usage pour l'application de l'accord du 11 mars 1922, l'état certifié de ses effectifs et de ses coûts moyens mensuels.

IV. Le règlement des prestations au titre des articles 8 à 12 de l'Arrangement rhénan fournies avant le 1er avril 1926 demeure régi par les dispositions de l'accord du 21 septembre 1925.

V. Les allocations provisoires seront établies sur la base des maxima du paragraphe I pour la période 1er avril-31 août 1926 et pour le premier semestre de la troisième annuité.

Ultérieurement les allocations provisoires seront fixées par la Commission des Réparations statuant à l'unanimité. Celle-ci les déterminera en principe par application de la formule (a); toutefois, en cas d'augmentation des prix intérieurs de détail dans un des pays intéressés entre la période du 1er avril-31 août 1926 et la période envisagée, elle appliquera au chiffre résultant de la formule (a) une majoration tenant compte aussi exactement que possible des effets de cette augmentation.

Les ajustements nécessaires pour tenir compte de la différence entre les allocations provisoires et les droits réels seront effectués dès qu'ils auront été constatés.

ARTICLE 2.

Haute-Commission interalliée dans les Territoires rhénans.

Le prélèvement annuel maximum pour la Haute-Commission interalliée dans les Territoires rhénans, toutes prestations en vertu de l'Arrangement rhénan comprises, n'excédera pas 3,335,000 marks-or (prélèvement à effectuer en monnaies étrangères ou en monnaie állemande suivant les besoins) à dater du 1er avril 1926, cette somme étant attribuée aux Hauts-Commissariats français, britannique et belge comme suit :

Pour la période du 1er avril au 31 août 1926, l'allocation ne pourra dépasser les 5/12 des montants annuels indiqués ci-dessus.

Ces fonds ne seront demandés que dans la mesure des besoins et, à la fin de chaque semestre la Haute-Commission interalliée dans les Territoires rhénans adressera à la Commission des Réparations un état certifié des dépenses encourues par chacun des HautsCommissariats pour l'exécution du mandat qui lui est imparti par l'Arrangement rhénan.

III.

For the application of formula (a) the Power concerned will furnish certified statements of average monthly strengths. For the application of formula (b) the Power concerned will furnish, in accordance with the rules now in force for the application of the Agreement of the 11th March, 1922, certified statements of effective strengths and of average monthly costs.

IV. Supplies and services furnished under articles 8-12 of the Rhineland Agreement before the 1st April, 1926, will continue to be brought to account as provided for in the Agreement of the 21st September, 1925.

V. Provisional allocations shall be fixed on the basis of the maximum figures in paragraph 1 for the period the 1st April to the 31st August, 1926, and for the first six months of the third Annuity year.

Thereafter, the provisional allocations shall be fixed by unanimous decision of the Reparation Commission. The commission will, in principle, determine the allocations by the application of formula (a). Nevertheless, in the event of an increase in the retail prices in one of the countries interested between the period. the 1st April-31st August, 1926, and the period under consideration, the commission will apply a coefficient of increase to the figure obtained by the application of formula (a), which shall take as exact account as possible of the effects of the increase in retail prices.

The necessary adjustments between the provisional allocations and the amounts actually due shall be made as soon as they are known.

ARTICLE 2.

Interallied Rhineland High Commission.

The maximum annual charge for the Interallied Rhineland High Commission, inclusive of the costs of supplies and services of all kinds under the Rhineland Agreement, shall not exceed 3,335,000 gold marks (to be taken in foreign currency or in German currency, as required) as from the 1st April, 1926, this sum being allocated between the the French, British and Belgian High Commissariats, as follows:

Not more than 5/12ths of the annual amounts above mentioned shall be allowed in respect of the period April to August 1926, inclusive.

This provision is only to be drawn upon as and to the extent required and, at the end of every six months, the Interallied Rhineland High Commission will transmit to the Reparation Commission a certified statement of the expenditure actually incurred by each High Commissariat in the execution of its duties under the Rhineland Agreement.
