Green, Governor of the State of New Jersey: HONORED SIR—The Board of Visitors appointed by the Governor to supervise the interests of the State in Rutgers Scientific School, herewith present their twenty-third annual report. The Board have met to attend the examinations of the students at the institution, at the Winter and Spring examinations, and have also visited the College Farm. They find that the Trustees of Rutgers College are liberally and faithfully fulfilling their contract with the State. They have provided well for a liberal and practical education. At the regular meeting of the Board, on June 17th, 1887, the following examinations were attended: Juniors, in Heat and Electricity, by Prof. Van Dyck. Juniors, in Military Tactics, by Lieut. Honeycutt. Sophomores, in History, by Prof. Scott. Freshmen, in Trigonometry and Surveying, by Lieut. Honeycutt. After these examinations the Board carefully inspected the draughting of the several classes under the direction of Prof. Titsworth, the Chemical Laboratory, and the methods of instruction there under the supervision of Profs. Austen and Wilber, and the usual military drill under the command of Lieut. Honeycutt. In the afternoon the members of the Board attended the public exercises of the reading of theses by the members of the graduating class, when the following programme was duly carried out: George A.
