BE E it enacted by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, 5 as follows: A. D. 1927. bank. 1. It shall be lawful for the council of every county Power to and of every county borough and of every borough establish having a population according to the last published savings census for the time being of one hundred and fifty 10 thousand or over, including the City of London, and every Metropolitan borough, and for a combination of councils of boroughs or urban districts having a combined population according to the last published census for the time being of one hundred and fifty thousand or over 15 (herein referred to as the council) to establish and maintain a savings bank and to receive at that bank deposits and to guarantee the payment of interest on and the repayment of such deposits, subject, however, to the following conditions: 20 295 (a) The accounts of the bank shall be kept separate (b) The bank shall be carried on in accordance with A.D. 1927. Power to make advances for housing. Short title. The regulations to be prescribed under this section may apply with or without modification any of the provisions (including penal provisions and any provisions granting exemption from stamp duty in respect of instruments and docu- 5 ments) contained in the enactments relating to savings banks, but, save as applied by the regulations, those enactments shall not apply to the bank. 2. (1) The council may establish a housing depart- 10 ment of the bank, and may make advances upon the security of freehold, copyhold, or leasehold estate by way of mortgage to any depositor in the bank desiring to purchase or acquire a dwelling-house or dwelling-houses within its area, or any interest therein, and for this 15 purpose shall have power to hold land with the right of foreclosure subject to the following conditions: (a) The council shall be satisfied that the value of (b) The repayment of the advance with interest (c) The provisions of section forty-two of the (2) The council, for the purposes of this section, may utilise and invest the funds of the bank. 3.
