Provide for the collection of a contribution by A.D. 1928. rubber manufacturers in Great Britain and Northern Ireland to the funds of the Research Association of British Rubber and Tyre Manufacturers; and for other purposes connected therewith.

E it enacted by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, 5 as follows:

1. In this Act the words following shall have the Definitions. following meanings:

"The Association means the Research Association
of British Rubber and Tyre Manufacturers;
"Rubber" means unvulcanised rubber, rubber latex,
gutta percha or balata, and whether of vegetable
origin or prepared by any synthetic process and
not forming part of a completely manufactured
article nor being a natural or a compounded
rubber containing less than twenty per centum
by weight of unvulcanised rubber;

Manufacturer" means any corporation, firm or
person wholly or partly engaged in the manu-
facture or the preparation for sale of rubber or
any article in the manufacture or preparation
of which rubber is used;

means any corporation, firm or person carrying on the business of buying or selling rubber not being a manufacturer;

"Nett weight" means the weight of any bale, case, cask, drum or parcel of rubber after deducting 5 the weight of the packing;

Invoice" includes any bill of lading, account, note or memorandum showing the sum payable in respect of the purchase or sale of rubber by or to a manufacturer;

"The Department means the Department of Scientific and Industrial Research.

2. Subject to the provisions of this Act there shall be paid to the Association by every manufacturer in respect of (a) all rubber purchased by or delivered to such 15 manufacturer, and (b) all rubber imported into Great Britain or Northern Ireland by such manufacturer, a contribution at rates not exceeding the maximum rates prescribed in the First Schedule to this Act.

3.-(1) The actual rates to be levied by the Associa- 20 tion under this Act shall be fixed so that, so far as is reasonably practicable, the total sum to be produced by such rates shall not, except as hereinafter provided, exceed the sum of fifteen thousand pounds per annum.

(2) In considering the amount of the rates to be 25 levied in any year regard shall be had to the actual consumption of rubber during the preceding year, and if the receipts at the rates of contribution levied by the Association in any year exceed or fall below the sum of fifteen thousand pounds regard shall be had to such excess 30 or deficit in fixing the rates of contribution for the succeeding year.

(3) Any reduction in the rates of contributions from the maximum rates prescribed by the First Schedule to this Act shall be as near as possible proportionate 35 between the different classes of rubber, gutta percha, balata and rubber latex.
