Confirm a Scheme of the Charity Commissioners A.D. 1928, for the application and management of the Charity called or known

as the Richmond

Parish Charity Lands in the parish of Richmond
in the county of Surrey.

WE

HEREAS the Charity Commissioners in their report to His Majesty of their proceedings during the year one thousand nine hundred and twenty-seven reported that they had approved and certified a Scheme 5 for the application or management of the Charity called or known as the Richmond Parish Charity Lands in the parish of Richmond in the county of Surrey granted to the vestry of the said parish by their Majesties King George III and Queen Charlotte in pursuance of the Act 10 of Parliament 25 Geo. III c. 41:

And whereas it is expedient that the Scheme as the same is fully set out and defined in the schedule to this Act should be confirmed:

A.D. 1928. shall be held to interfere with the ordinary jurisdiction over endowed charities now exerciseable or hereafter to become exerciseable by the High Court of Justice and the Charity Commissioners.

Short title.

2. This Act may be cited as the Richmond Parish 5 Charity Lands Scheme Confirmation Act 1928.

SCHEDULE.

Scheme for the application or management of the Charity
called or known as the Richmond Parish Charity
Lands in the parish of Richmond in the county of
Surrey.

1. The above-mentioned Charity and the endowments thereof specified in the schedule hereto and all other the endowments (if any) of the said Charity shall be administered and managed by the mayor aldermen and burgesses of the borough 10 of Richmond (Surrey) as the trustees of the Charity.

2. Any lands and hereditaments comprised in this Scheme are hereby vested in the said mayor aldermen and burgesses for all the estate and interest therein belonging to or held in trust for the Charity.

3. The Charity Commissioners may from time to time in the exercise of their ordinary jurisdiction establish schemes for the alteration of any of the provisions of this Scheme as if those provisions had been made by the founder in the case of a Charity having a founder.

The following lands and hereditaments situate in the borough of Richmond in the county of Surrey :

Land situate on the east side of Grove Road let to the
guardians of the Richmond Union as a site for a
workhouse.

Lands and messuages situate in Queens Road (east side)
Wellington Road Greville Road Pyrland Road Park
Hill Grove Road Cambrian Road Chisholm Road and
Stafford Mews leased under an Order of the Court of
Chancery of the 23rd May 1845 short particulars whereof
are as follows:-

59 houses in Queens Road Nos. 10 to 126 (even
numbers).

3 houses in Wellington Road known as Culverbrae
Arundel House and Grassmere Lodge.

9 houses in Greville Road Nos. 1 to 9 (odd and even
numbers).

4 houses in Pyrland Road Nos. 1 to 11 (odd numbers)

NOTE.-A sum of £1,962 was borrowed under the authority 10 of an Order of the Charity Commissioners of the 22nd September 1925 from the bankers of the Charity and was secured by the deposit of the title deeds of part of the above mentioned lands and hereditaments Part of this sum is still owing.

MEMORANDUM.

The object of this Bill is to ensure the continuance and development of scientific and industrial research into the problems arising in the manufacture of rubber and to place the Research Association of British Rubber and Tyre Manufacturers upon a sound basis.

The proposals in the present Bill are based upon the Cotton Industry Act, 1923, which provides for the maintenance of the Empire Cotton Growing Corporation, and involve the payment of a contribution by all rubber manufacturers in the United Kingdom and Northern Ireland of a sum not exceeding one twenty-fifth of a penny per pound in respect of all rubber used in their processes of manufacture either as such or in the form of latex. The operation of the Bill is limited to five years and the contributions to an average sum of £15,000 per annum.
