MEMORANDUM.

This Bill amends the Births, Deaths and Marriages Registration system in those respects which relate to finance, establishment and administrative procedure, with a view to providing more equitable terms and conditions of service for registration officers and removing hindrances to the more effective development and organisation of the system in the public interest.

E it enacted by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, 5 as follows:

1.-(1) On a vacancy occurring in the office of a Power to registration officer within the meaning of this Act it convert shall be lawful for the Registrar-General, within seven registration days after the occurrence of the vacancy, to declare salaried 10 the office to be a salaried office, and it shall not be offices, lawful for the board of guardians concerned during the said seven days to make any appointment to the office, but in the event of the Registrar-General not declaring the office to be a salaried office, the fourteen days allowed 15 by the Registration Acts for a board of guardians to make an appointment shall not begin to run until the expiration of those seven days.

(2) On application for the purpose being made to him by a registration officer who does not hold a salaried 20 office it shall be lawful for the Registrar-General to declare the office to be a salaried office.
