SECTION 2. That any person, or persons, violating the first section of this act, shall forfeit, and pay, the sum of twenty dollars for each offence, to be recovered before justice of the peace, by an action of debt, in the name of this commonwealth, as debts are now by law recoverable; one-half for the use of the informer, who shall be a competent witness, and one-half to the overseers of the poor of the county where the offence is committed.
