The appropriation in 1854 includes $10,000 for 1855, when there was no session of the Legislature. The foregoing table shows an average expenditure of $34,500 per year, for the Printing and Binding, for the nine years next preceding the taking effect of the new law; and an average of a fraction less than $50,000 per year [$49,666 67] for the three years next preceding its taking effect. The appropriations under the new law, thus far, have been diminished in consequence of a balance on hand at the close of the fiscal year 1861; but it is not probable that appropriations to exceed $20,000 per year will at any time be required under the new law. The contrast will appear still greater, when it is considered that the amount of work done has increased instead of diminished from year to year; that the quality of the work has improved; and that additional drafts have been made, (as for military printing and for advertising, on the printing fund, and for binding for the State Library,) under the new law. The Supervisor begs leave to say, in conclusion, that he has used his best exertions to give efficacy to the reform contemplated by the new law; and that, for a very inadequate salary, during the past year, his whole time has been occupied by the additional duties imposed upon him by the supplementary act of the last session.
