III. The Committee issued a questionnaire under thirty-six headings to all urban public library authorities, and under thirty headings to all county library authorities, in England and Wales. The material provided by the replies to these questionnaires has formed the basis of most of the statistics and statements of library practice quoted in the report. The last question in each questionnaire was : What measures, whether legislative or otherwise, would, in your opinion, best advance the welfare of the Public Library System?" Replies were received under this heading from 215 urban and 15 county library authorities. The Committee, therefore, had the advantage of receiving evidence on this point from 230 librarians and others concerned in the administration of urban and county libraries, in addition to evidence from witnesses named in I and II.

The Committee are much indebted also to the Carnegie United Kingdom Trustees for permission to use the valuable material contained in their annual reports, their publications on county libraries, and, in particular, the Report on the Public Library System of Great Britain and Ireland (1921-23).
