In conformity with the law creating the State Board of Control, we have the honor to submit herewith our third biennial report, covering the period from October 1, 1912, to June 30, 1914. This "biennial" period is twentyone months only, and not two years, as formerly, owing to the fact that the Legislature of 1913 (Chap. 1, Acts 1913) changed the law so as to make the fiscal year begin July 1st, instead of October 1st. (See also sec. 83, chap. 3, page 32, Acts 1913.)

The volume of our work is so large that we are compelled to issue this report in two parts, as was also our last report, namely:

Part One, covering the charitable, reformatory, and penal institutions; and,

Part Two, covering the educational institutions and other subjects.
