Gordon, Esq., C.M.G., C.B.E., M.D., F.R.S. to be a Committee to inquire and report from time to time :(i) on matters relating to the preparation, testing and standardisation of vaccine lymph; (ii) on the practical methods which are available in the light of modern knowledge to diminish or remove any risks which may result from vaccination ; (iii) on the methods of vaccination which are most appropriate to give protection against risk of smallpox infection in epidemic and non-epidemic periods; and to co-ordinate the work of investigation on these questions in this country and abroad, having regard to corresponding work undertaken by international health organisations. GENTLEMEN, By a minute, dated 4th February, 1926, you appointed a Committee to consider matters relating to the preparation, testing and standardisation of vaccine lymph; the practical methods which are available in the light of modern knowledge to diminish or remove any risks which may result from vaccination; the methods of vaccination which are most appropriate to give protection against risk of smallpox infection in epidemic and non-epidemic periods; and to co-ordinate the work of investigation on these questions in this country and abroad, having regard to corresponding work undertaken by international health organisations. We, the Committee, have the honour to present a report as follows: We have held 36 sittings and examined ten witnesses; in addition we have had the advantage of conferences with Surgeon-General Hugh S. Cumming of the United States. Public Health Service, and Dr. Amyot, Deputy Minister of Health of Canada. We are indebted also to Dr. L. Bouman, Professor of Neurology and Psychiatry in the University of Utrecht, Dr. S. T. Bok, his assistant, Dr. F. S. van Bouwdijk Bastiaanse, Neurologist to the Hospital of St. Jean de Dieu, The Hague, and Dr. A. B. S. A. Pondman, Vice-Director of the State Serological Institute, Utrecht. All these gentlemen have special knowledge of certain aspects of the subject of our inquiry and were good enough, while on a visit to this country, to give us the benefit of their experience. The report is divided into two parts. Part I deals with each reference in turn; but from the report on reference (ii) the consideration of the nervous conditions which occasionally follow vaccination is excluded. Part II deals exclusively with this subject. The Committee wish to express their sense of the invaluable services of the Secretary, Dr. J. R. Hutchinson, throughout the period of their sittings.
