T HE late spanish-american \var gave occasion first for the active philanthropic attention of the Eastern and Southern states, for the reason that the seat of war was near at hand, in the Caribbean Archipelago. In a few months there were mobilized over troops on the Atlantic Coast, but so soon was the conflict ended that only troops were called into action.
