PENNSYLVANIA The State of Pennsylvania awards State scholarships and Senatorial scholarships. The State scholarships, 80 in number, are awarded by the State Council of Education on the basis of a competitive examination and carry stipends of $400 toward a college course in a Pennsylvania institution of higher education. Candidates must be legal residents of Pennsylvania and graduates of the midyear or spring class of the year in which the examination is taken. Each Pennsylvania State Senator has the authority to award three scholarships to the University of Pennsylvania, the University of Pittsburgh, Pennsylvania State College, and Temple University. The State Department of Public Instruction has no jurisdiction over these scholarships. RHODE ISLAND The State of Rhode Island appropriated for the fiscal year ending June 30, 1951, the sum of $20,000 to be expended by the Director of Education for State scholarships, $10,000 to Brown University and $10,000 to Providence College. These scholarships are available to selected groups of residents of Rhode Island who are highschool graduates, of proper age, character, and acquirements, who shall be admitted as students at said respective institutions upon State scholarship upon recommendation by the President of Brown University in the case of admission to Brown University and by the President of Providence College in the case of admission to Providence College. SOUTH CAROLINA The State of South Carolina provides special scholarships for children of veterans who were killed in service or who died as a result of injuries received in service. SOUTH DAKOTA The State board of regents is authorized to provide 30 scholarships each year for persons of at least one-fourth Indian blood, the eligibility of such person to be determined by a board of examiners established by the board of regents. The sum of $5,000 is appropriated annually for these scholarships. TENNESSEE The State appropriates $50,000 a year to the Board of Control for Southern Regional Education for the operation and maintenance of Meharry Medical College and for regional institutions for veterinary medical training. State scholarship aid is available to citizens of Tennessee who wish to pursue courses offered at the University of Tennessee, but not offered at the Tennessee A. and I. State College or Meharry Medical College. The State also appropriates $45,000 a year for an in-service training program for school personnel, usually provided through short-term workshops at the University of Tennessee and the State colleges. TEXAS The State of Texas provides a tuition scholarship to the honor graduate of each accredited high school to be used the next year after graduation at a State-supported college. The scholarship covers only 1 year and amounts to the tuition charged by the institution attended. UTAH The State of Utah, under the administration of the State department of public instruction, provides scholarships covering tuition, books, and supplies at any Statesupported college to State residents who are un-remarried widows or children of persons who died as a result of service in the United States armed forces during World War II. One hundred normal school scholarships, entitling the holder to an abatement of $100 a year from tuition fees for each year of study, are maintained in the department of education of the university. These scholarships are offered to persons who are preparing to teach in the public schools of the State. Each county and city school district is entitled to at least one scholarships every 3 years. VERMONT State scholarships are provided to the University of Vermont and the State Agricultural College annually in the amount of $7,200 to cover 60 scholarships of $120 each in the college of arts and sciences and the college of engineering. A medical scholarship of $100 is provided each student in the medical college who is a resident of Vermont and who agrees to practice medicine in the State 1 year for each year the scholarship was held. Scholarships of $200 a year are offered to students in the college of agriculture, subject to repayment if the student transfers from courses in agriculture or home economics. The sum of $7,200 is appropriated annually to Middlebury College to cover 60 scholarships of $120. The sum of $20,000 is appropriated annually for the education and training of students in subjects essential for preparation to teach in high schools and academies of the State, and in providing instruction in forestry and other subjects relating to the industries of the State. An appropriation of $24,000 is made annually to Norwich University provided the institution maintains 200 free scholarships of $120 each. St. Michael's College is appropriated $1,800 annually to cover 15 scholarships at $120 each. The board of education allots $20,000 to provide instruction without cost at the State teachers colleges to persons agreeing to become teachers in the State for a period of time equal to the duration of course of study taken. VIRGINIA Virginia provides for its residents a system of State scholarships available to prospective teachers who are pursuing degree courses during regular sessions and for teachers in service who are selected by their division superintendents to attend summer school. The sum of $275,000 was appropriated in 1950-51 to cover 500 regular term scholarships at $300 a year and 1,388 summer-school scholarships ranging from $60 to $100, depending upon the length of the session attended. The scholarships are granted on a loan basis, but the principal and interest can be canceled by teaching in the public schools of Virginia after graduation for specified periods. Attendance at both State-supported and private institutions is permitted. WASHINGTON The State of Washington provides that the University of Washington and Washington State College shall each have the authority to award during each academic year 100 scholarships to students or graduates of universities or colleges of friendly foreign nations, and to exempt recipients from the payment of tuition, library, and incidental fees provided the institutions obtain satisfactory assurance that educational institutions of the friendly foreign nations will offer now or in the future reciprocal privileges to a similar number of students or graduates of the University of Washington or Washington State College. WEST VIRGINIA The State of West Virginia has no legislative provisions for scholarships or fellowships, although the State Board of Education has from time to time approved recommendations for scholarships which, when approved, are the responsibility of the educational institutions. For the last few years the State board of education has approved the awarding of twelve 4-year scholarships in the State colleges to district winners of the American Legion Oratorical Contest, the funds for these scholarships coming indirectly from the State. WISCONSIN' The State of Wisconsin provides extensively for tuition scholarships to State residents and to non-residents who wish to study at the State teachers colleges or the State university. One to three scholarships (depending on enrollment) are available annually to the highest ranking student at each public and private high school of the State. The scholarships, equivalent in value to the payment of all incidental fees, are granted to freshmen by the board of regents of the normal schools and the university. Another provision authorizes the board of regents to grant similar scholarships to college freshmen who are bona fide residents of the State, who need financial aid, who during their high-school courses were good students, and who possess qualities of leadership. A third group to whom such scholarships are available are persons recommended and supervised by the rehabilitation division of the State Board of Vocational and Adult Education. Lastly, the board of regents is empowered to remit nonresident tuition in whole or in part to a number of needy and worthy nonresident students not exceeding 8 percent of nonresident enrollment in the preceding year. Each State senator and assembly man may recommend one such tuition remission. WYOMING The State of Wyoming provides for tuition scholarships to State residents at the State University apportioned according to counties, with 3 for counties of the first class, 2 for counties of the second class, and 1 for counties of the third class. The appointments, made by the board of county commissioners, are based upon the student's need, character, extracurricular activity, and scholastic ability. Certain other scholarships are awarded by the University of Wyoming to various high schools, but these awards are not provided for in the State statutes.
