I should have added the Treasury Department and the War Department to that list. In the Treasury Department there is an internal revenue tax survey, and the Public Health Service has a health survey. It has been spending about $100,000 a month for the last 6 months. BUREAU OF BIOLOGICAL SURVEY The Biological Survey of the Department of Agriculture has a project to conserve water and wildlife, to check flood and erosionThe CHAIRMAN (interposing). Both together? Mr. BELL. Yes, sir. To increase fur production, to provide stable water supplies, and to create Federal waterfowl refugees in selected strategic locations. That organization has been obligating about $200,000 a month. BUREAU OF ENTOMOLOGY AND PLANT QUARANTINE The Bureau of Entomology and Plant Quarantine in the Department of Agriculture has a project for the prevention, control, eradication, and so forth, of the Dutch elm disease, the gypsy moth, the black-stem rust of small grains, the phony peach disease, the peach tree mosaic, the white pine blister rust, the Thurberia weevil, the citrus canker, and the brown-tail moth. That organization is obligating about a million and a half a month, or a total of $8,900,000 during the past 6 months. FOREST SERVICE, FIRE CONTROL The Forest Service of the Department of Agriculture has a project for the conservation of forest resources through fire prevention, detection of fires, hazard reduction, construction and maintenance of telephone lines, fire breaks, lanes, trails, lookout cabins, towers and observatories and fire rangers' stations, including miscellaneous minor structures. That organization has obligated at the rate of about a million and a half a month on this project, or a total of $8,700,000 for the last 6 months. MISCELLANEOUS WORK PROJECTS, FOREST SERVICE The Forest Service also has another small item covering mapping, boundary tracing, and examinations and investigations relating to work to be done on the national forests and on other areas on which work may be done by the Forest Service under specific statutory authorization. It has obligated over the past 6 months about $125,000 a month on this project, or a total of $770,000. PARKS AND RECREATION FACILITIES, FOREST SERVICE Another project is the development of camps and the construction of fireplaces and the installation of water and sanitary facilities in recreational areas in the national forests, at about $170,000 a month. BUREAU OF HOME ECONOMICS The Bureau of Home Economics of the Agricultural Department has a project for the assistance of educational, professional, and clerical persons through a study of the consumption of goods and services by families living on farms, in villages and in small cities. It has obligated about $125,000 a month, or a total of $750,000 for the 6 months. SOIL CONSERVATION SERVICE The Soil Conservation Service of that Department has a project for carrying out a national program of soil conservation, including control operations, research, erosion surveys, collection of seeds and operation of erosion nurseries, reforestation and revegetation, construction of terraces and check dams, gully control work, transplanting, and so forth.
