EXPLANATION of the Causes of Variation between Grant and Expenditure. A.-Due primarily to accrued arrears of grant made by the Wages Arbitration Board (4,4007.), and to increased requirements for fuel, furniture, and stores (7007.); modified by various small savings, such as reduction in the allowance in lieu of provisions to servants, and reduced requirements for wages of police (2,6007.).

B.-Due chiefly to increased requirements for servants (1,950.), and fuel, furniture, and stores (7607.), owing to increase in number of officers borne for training during the financial year; modified by saving on apparatus for instructional purposes, due to late delivery of material (4751.) and smaller requirements for salaries (6401.).

C.--A deficit occurred on the provision made for Deferred Pay to Masters, owing to a necessary adjustment with the National Debt Commissioners not being completed until the succeeding financial year (1,6007.). Larger expenditure than anticipated was also incurred on fuel, furniture, and stores, arising primarily from an increase in the number of cadets borne (1,7507.), and on civilian instructors (5001.).

D.-The requirements under the subhead generally were slightly less than anticipated.
E. Due to the number of boys under training being less than anticipated.

EXPLANATION of the Causes of Variation between Grant and Expenditure.

No expenditure was incurred under this Subhead during the year 1924-25, as direct entry into the permanent Medical Service was temporarily in abeyance, and no vacancies for Dental

Officers occurred.

I. Due to charges for wages of messengers and attendants at the Dockyard Schools (previously provided under Vote 8) (1,5001.); modified by slight savings on fees for instruction of boys in civil schools (2501.), and on salaries and allowances (3501.).

L.-Due mainly to the fact that many of the courses at the various vocational training centres were not in full working order until late in the year, and to certain orders for stores during the year not having matured for payment until the year 1925-26.

M. Due to larger receipts from fees at Dartmouth, owing to more cadets being under training than anticipated, and to increased miscellaneous receipts; modified by non-recovery of fees for Dominion Students at Keyham, pending settlement of the rates chargeable.

B. Due to purchase of new instruments, &c., necessitated by transfer of the Magnetic Observatory to Abinger. Recovery of this expenditure was subsequently effected from the Southern Railway Company-see Subhead Q.

D.D.-Due to progress on the work in hand being slower than anticipated.

E. Due mainly to substitution in certain cases of consolidated rates of salary for full pay and allowances.

G.-Due to economies effected in purchase of instruments and execution of repairs, and to savings on translation work.
