Wages, &c., of Officers and Men of the Royal Navy and Royal Marines, and Civilians employed on Fleet Services. Provision is made under this Vote for the effective monetary emoluments of : (a) Officers and Men of the Royal Navy and Royal Marines (Subheads A and B), and (b) Civilians employed on Fleet Services (Subheads G and H). The provision under Subheads A and B of this Vote is primarily for the effective monetary emoluments of Naval and Marine Officers and Men, as distinct from the expenses of incidental services, e.g., victualling (Vote 2), and non-effective emoluments, i.e., unemployed and half and retired pay and pensions (Votes 13 and 14). In addition to this provision for "remuneration," the Vote provides for Marriage Allowance for Seamen, Marines, &c., and for contingent expenses connected with Recruiting Stations and Marine Divisions. The Officers and Men paid out of these Subheads include all ranks and ratings serving in seagoing ships (except the Naval Instructors and Officers of the Schoolmaster Branch, who, being borne for purely educational duties, are paid out of Vote 5), ranks and ratings serving in the Naval Depots (as distinct from the Dockyards, Vote 8), in Gunnery Schools and other Technical Training Establishments, Boys' Training Establishments, &c., in Naval W/T Stations and Signal Stations, and Royal Marines serving on shore. Subheads G and H provide for the emoluments of Civilians who can be economically employed in lieu of Naval Officers and Men on duties connected with purely "Fleet" Services, as distinguished from Services which are definitely provided for in a separate Vote. In the latter category are included the Victualling Yards (Vote 2), Hospitals (Vote 3), Educational Establishments (Vote 5), Scientific Services (Vote 6), Dockyards (Vote 8), Naval Armament Establishments (Vote 9), Works Services (Vote 10), and Admiralty Office (Vote 12). The total provision for the Vote is distributed under the several Subheads as follows: His Majesty's Fleet. Subhead A. Remuneration of the Naval ranks and ratings proper as distinct from the Royal Marines. Subhead B.-Remuneration of the Royal Marines, including those serving at the R.N. School of Music and Band Ranks, whether afloat or ashore. Subhead C.-Contingent expenses in connection with the personnel of the Royal Marines serving ashore. Recruiting Expenses Subhead D.-Remuneration to Naval and Marine ranks and ratings for services connected with the raising of recruits for the Royal Navy and Royal Marines, and contingent expenses. Marriage Allowances. Subhead F.-Allowances to wives and children of Seamen, Royal Marines, and Reservists under training. Civilians employed on Fleet Services. Subheads G and H.-Remuneration of Civilians employed on Fleet Services. The conditions of employment are indicated in some detail in the memoranda accompanying the Subheads. Appropriations in Aid. Subhead J.-Estimated receipts from the proportion of Indian contribution towards the maintenance of the Imperial Navy allocated to this Vote, from payments for purchase of discharge from the Service, and from stoppages of pay from men while in cells, mulcts, &c. Provision is made in this Subhead to meet the estimated cost of "exchange concessions to the Naval personnel serving on Stations where the pound sterling, expressed in terms of the various local currencies, has considerably depreciated since before the war. The concession operates through the issue of certain fixed proportions of Pay and Allowances at par rates of exchange or at such rates as would obtain under normal trade and currency conditions. National Health, and Widows', Orphans', and Old Age Contributory Pensions Insurance.-(a) Contributions under the National Insurance Acts, 1911, et seq., and the Widows', Orphans', and Old Age Contributory Pensions Act, 1925, in respect of Seamen, Boys of the age of 16 and over, and Royal Marines, to provide for the following benefits: (3) Pensions to Widows and Orphans. (4) Old Age Pensions at the age of 65 to man and wife. The total contribution covering both Acts is 1s. Old. per man per week, representing the combined employer's and employé's contributions. Payment is made to the Ministry of Health by quarterly advances based on the estimated liability, adjustment being effected when the actual liability is known. (b) Contributions in respect of Reservists undergoing training, payment of which is effected by affixing stamps to Insurance Cards. The combined employer's and employé's contributions amount to 1s. 6d. per man per week. A sum of 4 d. per week is charged against the pay of the ratings concerned, the Crown liability under (a) and (b) being 8d. and 1s. 1d. respectively. Unemployment Insurance.—(a) Contributions under the Unemployment Insurance Act, 1920, et seq. in respect of Seamen, Boys of the age of 16 and over, Royal Marines and mobilised Reservists, discharged from the Service (except in certain cases of misconduct, &c). The contributions in these cases are paid direct to the Ministry of Labour at the rate of 101. 10s. Od. in respect of each man or boy. (b) Contributions in respect of Reservists undergoing training, payment of which is effected by affixing stamps to Unemployment Books. The weekly rates of contributions s. d. are: A.-WAGES, &c., OF OFFICERS, SEAMEN, AND BOYS. INCREASE £128,950 Due to higher average numbers to be provided for as compared with numbers for 1925 as modified by the Supplementary Estimate, to the inclusion of provision for Pensions Insurance (Employer's Contribution), and increased requirements for Exchange Compensation, modified by lower average rates of pay, and smaller provision for National Health Insurance and Unemployment Insurance. (b) Naval Cadets at Dartmouth College for whom no pay is provided. c) Provision is made in this Subhead for all National Health Insurance and Unemployment Insurance and Pensions Insurance in respect of Seamen and Marines irrespective of the Vote or Subhead which bears the pay of the men concerned. |
