This Vote provides for the several branches of the Naval Reserves detailed in the separate Subheads. Explanations are given in the Memoranda under each Subhead in regard to the services comprised therein, and details are furnished of the causes of variation in the Estimates as compared with the Vote for the preceding year. Provision for the following charges connected with the Reserves is made in other Votes, viz. :— Vote 1. Marriage Allowance (Men under training); Pay of Officers who have completed training and are appointed for service in the Fleet as part complement of H.M. Ships. 2. Victualling when under training, and Clothing, or Allowances in lieu (Officers and Men). 8. Machinery, Furniture, Gas, Water, &c., for R.N.V.R. Headquarters (including maintenance &c. of Drill Ships). 9. Armament Stores. 10. Maintenance of Headquarters on shore of R.N.V.R. Divisions. 11. Travelling and Subsistence Expenses, except as otherwise indicated. 12. Salaries of Admiral Commanding Reserves and Staff. 13 and 14. Non-effective charges. •Expenditure in connection with the Reserves when mobilized is borne by the same Votes as Expenditure on the Fleet generally, i.e., Pay, &c., is charged to Vote 1, Victualling to Vote 2, &c. ANFORD LIBRA ROYAL NAVAL RESERVES. I. ESTIMATE of the Sum which will be required in the Year ending 31 March 1927 to defray the Expenses of the ROYAL NAVAL RESERVE, the ROYAL FLEET RESERVE and the ROYAL NAVAL VOLunteer ReseRVE, &C. Four Hundred and Forty Five Thousand, Five Hundred Pounds. (£445,500). II. SUBHEADS under which this Vote will be accounted for. Men-Obligatory Training-Pay: Engine Room Artificers and Enginemen training in H.M. Ships Miscellaneous Expenses, including Fees to civilian Medical Officers, etc. £144,000 136,500 Officers undergo obligatory training for varying periods. Optional Training. Certain of these Officers may also volunteer for temporary service in the Royal Navy either for some special duty, such as Manoeuvres, or for courses of instruction in Gunnery, Torpedo, Signalling, Submarine, Navigation, Auxiliary Patrol, and Mine-sweeping. Lieutenant-Commanders under 4 years' seniority, Lieutenants, and Sub-Lieutenants (confirmed), may also volunteer to undergo a course of Naval training (in Navigating or other duties) in the Fleet for a period of 12 months; and Officers of the Military, Engineer, and Accountant Branches, who have satisfactorily completed 12 months', 6 months', and 3 months' training or active service respectively, are paid Annual Training Fees, subject to their conduct continuing satisfactory and to their carrying out certain short periods of periodical training, at the following rates : Lieutenant-Commanders under 4 years' seniority, Lieutenants, and Sub-Lieutenants (confirmed), who have carried out the 12 months' training in the Fleet, referred to above, or who have served for 12 months or more during the War, are eligible for further appointment to the Fleet as part complement of H.M. Ships for periods of from 6 months to 3 years should their services be required. During such periods their pay is chargeable to Vote 1 and they cease to draw Training Fees. Officers awarded pensions by the Ministry of Pensions. in respect of disability due to or aggravated by the War are excused training, and payment of Training Fee is suspended for such time as they continue to draw Disability Pensions, within a maximum of 3 years. Officers of the Skipper Class undergo 14 days' training in each of the first three years of service after promotion to, or appointment as, Skipper or Probationary Skipper, and thereafter 14 days' biennially. They are eligible for Training Fees as follows, subject to compliance with the regulations with regard to training: Skipper Lieutenants, Chief Skippers and Skippers who have completed 20 years' qualifying service in the R.N.R. will, subject to the discretion of the Admiralty be granted a discharge gratuity of £60 provided they have complied with the conditions as to training, &c. Probationary Warrant Engineers perform 3 months' obligatory training, one month of which must be performed within one year of promotion to the rank of Probationary Warrant Engineer. The three months' training must be carried out within three years of promotion. Commissioned Engineers and Warrant Engineers (confirmed) perform 28 days' Naval training biennially, the first such period being performed within 2 years of confirmation as Warrant Engineer. Commissioned Engineers and Warrant Engineers (confirmed) are also eligible for optional training of 3 months in one of His Majesty's ships. They are entitled to Training Fees as follow: Commissioned Engineers, £25 per annum. Commissioned Engineers and Warrant Engineers whose seniority as Warrant Engineer dates prior to 29 February 1912 are eligible, under certain conditions, for a pension of £15 per annum at the age of 60, or, alternatively, for a gratuity of £60 after 20 years' service in the R.N.R., provided they have attained the age of 50. Commissioned Engineers and Warrant Engineers whose seniority as Warrant Engineer dates from or after 29 February 1912, and who have completed 20 years' service in the R.N.R. will, subject to the discretion of the Admiralty, be granted a discharge gratuity of £60 on reaching the age of 50, provided they have complied with the conditions as to training, &c. The regulations governing awards to Officers for disablement attributable to the conditions of service are under revision. Widows and Children (if any), and certain other dependent relatives, of Officers who, whilst on actual service, may be killed in action, or die from wounds, injuries or disease directly attributable to the conditions of service, will receive pensions and compassionate allowances on the same scale as the widows, children and other dependent relatives of Naval Officers of corresponding rank. Travelling Expenses.-Subject to certain restrictions contained in the R.N.R. Regulations (Officers'), travelling expenses are allowed to Officers proceeding to and returning from Training and Manoeuvres, in accordance with the King's Regulations. A.
