PETITION TO THE LEGISLATURE

RELATIVE TO THE

PURCHASE OF THE SPRING VALLEY WATER-WORKS.

To the Honorable Assembly of the State of California.

GENTLEMEN: We, the undersigned, property holders and taxpayers of the City of San Francisco, do most earnestly petition your honorable body to indefinitely postpone Senate Bill No.-, known as Dean's Bill, allowing certain Commissioners to purchase the Spring Valley," "San Mateo," and "Lake Merced Water-works,” for the sum of fifteen millions of dollars, as we solemnly assure you that nine-tenths of the people of San Francisco are intensely and unalterably opposed to any such purchase. In proof of this, we submit the following resolutions which passed unanimously at a mass meeting held in said city on the sixteenth instant:

Resolved, By the citizens of San Francisco, in mass meeting assembled, that our Senators and Representatives in Sacramento be directed to vote against any and all propositions to buy water property at fifteen million dollars or any other sum.

Resolved, That it is the sense of this meeting that the city should not acquire any water-works property in any shape.

Resolved, That the policy for the city to pursue is to secure a Commission that will adjust water-rates on a fair and equitable basis, and that in this respect the Swift Water Bill, as it left the House, would be a measure of relief.

And we also beg to inform your honorable body that we are unalterably determined that if the bill in question should become a law to fight it in the Courts and ultimately repudiate the bonds, believing, as we do, that it is not in the power of any government to confiscate one-tenth or any other portion of our property for the benefit of a few schemers and speculators.
