"Provided that the regulations shall provide for excepting from the payment of fees (a) persons seeking admission on Saturdays, Sundays, and one other day in each week, or public holidays; (b) persons who satisfy the Trustees that they wish to attend the Museum as regular students; (c) pupils at any school or other educational institution in charge of a person who satisfies the Trustees that he is a teacher at the school or institution; (d) children under 14 years of age "—(Major Boyd-Carpenter).
