domestic economy, and to assist in establishing sound international economic relations. .02 These objectives will be pursued under the general policy of eliminating controls as rapidly as possible, consistent with: 1 The protection of the domestic economy from the injury which would result from adverse distribution of materials continuing in short world supply; 2 The promotion of production in the United States by assisting in the expansion and maintenance of production in foreign countries of materials critically needed in the United States; 3 The making available to countries in need of those commodities whose unrestricted export to all destinations would not be appropriate; and 4 The carrying out of the foreign policy of the United States. Section 3. Establishment and Functions of the Advisory Committee on the Second Decontrol Act: .01 There is hereby established in the Office of the Secretary an Advisory Committee on the Second Decontrol Act, hereinafter called the Advisory Committee, which shall consist of one representative each from the following departments: .02 The Assistant Secretary for Foreign and Domestic Commerce shall represent the Department of Commerce and shall serve as Chairman of the Advisory Committee. .03 The functions of the Advisory Committee on the Second Decontrol Act shall be to render consultative and advisory service to the Secretary of Commerce on the responsibilities assigned to him under Public Law 188 and Public Law 24; to obtain ingormation pertinent to those laws; and to afford all Government agencies an opportunity to present their views on the controls exercised under such laws in their respective fields of interest. Section 4. Establishment and Functions of the Review Committee on the Second Decontrol Act: .01 There is hereby established in the Office of the Assistant Secretary for Foreign and Domestic Commerce a Review Committee on the Second Decontrol Act, hereinafter referred to as the Review Committee. .02 The Review Committee shall consist of representatives from: .03 The Assistant Secretary for Foreign and Domestic Commerce shall designate the Chairman of the Review Committee, which shall serve as a working group under the direction of the Assistant Secretary. In the discretion of the Chairman other agencies may be invited to attend meetings. .04 The functions of the Review Committee shall be to: 1 Recommend the continuation or elimination of controls consistent with the objectives and policies specified in Section 2. 2 Recommend additions to or deletions from the Positive List (Export Control): 3 Recommend export allocations for all commodities on the Positive List; 4 Recommend import allocations on all goods and materials under import control; 5 Consider matters of joint interest concerning domestic allocations and controls for all commodities, the domestic distribution of which is controlled under Public Laws 24 and 188; and 6 Recommend actions with respect to priority assistance for export. .05 In addition to the Subcommittee on Priority Assistance for Export provided for below, the Review Committee is authorized to establish such other subcommittees as it deems necessary. The chairmen of all subcommittees shall be designated by the Assistant Secretary for Foreign and Domestic Commerce. Section 5. Subcommittee on Priority Assistance for Export: .01 The Subcommittee on Priority Assistance for Export shall consist of representatives from: 1 State Department .01 The positions of all members on recommendations of the Advisory Committee and the Review Committee shall be recorded. Section 7. Effect on Other Orders: .01 Any other orders or parts of orders the provisions of which are inconsistent or in conflict with the provisions of this order are hereby superseded or amended accordingly. Mr. HESELTON. I think in addition to the names of these people, if we could, we would like to have a short statement of their background and business experience. (The information requested was subsequently filed with the committee.) The CHAIRMAN. That is the reason that I said that we would like to have them, so that inquiry subsequently could be made as to their background of experience on the matter that they are dealing with. However, before we take that up, I have a question or two that I would like to ask. Before doing so, however, I would like to clear the record as to what this committee is seeking in the way of information from the Department of Commerce. Under date of December 22, as chairman of the committee, I communicated to Mr. Harriman endeavoring to emphasize the information which this committee desired as a result of the resolution that it adopted on December 19. I asked for a complete break-down by types of products of petroleum exported during 1946 and 1947 by months, quotas allowed the several countries for oil products. That portion of the request, I think, has been complied with. Then, we wanted to know to whom licenses have been granted, with amounts and prices and the manner in which products have been paid for. We have not had any information on that as yet, notwithstanding the generous questioning that has been carried on by the members of the committee. Furthermore, I asked that in connection with the establishment of quotas for foreign countries, the basis on which the quotas have been set up be furnished, with particular attention to the effort made to learn the use to which the oil is put, the amount of their stocks, current rates of consumption and the sources and amounts of oil from other nations, including price paid and method of payment, also the extent to which oil imported from us in turn is exported by such foreign countries and to whom. Now, there has been no information as yet given to the committee on any of those matters. We have been promised in the acknowledgment of this letter by Mr. Harriman that that information would be forthcoming. Mr. FOSTER. We have a good deal of it here, Mr. Chairman. The CHAIRMAN. We have not gotten it yet. Furthermore, I asked for a complete break-down by types of products of petroleum imported during 1946 and 1947, from what countries and by what companies. That information has not been furnished. You say that you have that information? Mr. FOSTER. We have a good deal of it, sir, but not all of it. Some of that is difficult, if not impossible, to supply since we did have no way of obtaining the price paid and the method of payment at that time. Now, the other items, many of them are in a statement here which I am pleased to submit for the record on the United States foreign trade in petroleum products. The CHAIRMAN. We will make that a part of the record at this point.
