Provided that an order restrictive of a previous order shall not be made except on a revision after the 5 publication of a census.

Any order of the confirming authority of the county for the purposes of this Act with respect to a county borough, city, town or populous place, shall specify the boundaries of the county borough, city, town or populous 10 place.

As soon as may be after the publication of each census, the confirming authority of the county shall, at a meeting to be specially convened for the purpose, revise orders then in force within their jurisdiction, and 15 may alter or cancel any of those orders or may make such further orders, if any, as they shall deem necessary to give effect to the provisions of this Act.

MEMORANDUM.

This Bill extends for a further period of two years (i.e., to April 1928) certain temporary provisions originally enacted in the Local Authorities (Financial Provisions) Act, 1921. These provisions were extended (with certain amendments) by the Local Authorities (Emergency Provisions) Act, 1923, and again by the Local Authorities (Emergency Provisions) Act, 1924.

The provisions of the Act of 1923 proposed to be extended are set out in the Schedule to the Bill.

These provisions as extended by the Bill are as follows:

(1) Until 1st April, 1928, repayments out of the Metropolitan Common Poor Fund in respect of the maintenance of persons in workhouses or asylums are to continue at the rate of 1s. 3d. per day for each person, and there are to be included among the expenses to be repaid out of that Fund the expenses incurred in respect of outdoor relief to an amount not exceeding 9d. a day for each person in respect of whom outdoor relief is granted.

(2) The Minister of Health may authorise the repayment over a period not exceeding ten years of moneys borrowed by a local authority before 1st April, 1928, for the purpose of providing temporarily for current expenses.

(3) Money borrowed by a local authority before 1st April, 1928, if certified by the Minister to have been borrowed for the purpose of providing employment for unemployed persons, is not to be reckoned as part of the debt of the local authority for the purposes of any Acts limiting the authority's borrowing powers.

(4) The obligation upon the Minister of holding a local inquiry before sanctioning loans of local authorities in certain cases is suspended until 1st April, 1928.

E it enacted by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, 5 as follows:
