Chief Causes of Variation. Due to the number of Officers unemployed being greater than allowed for, special retirement terms to Officers of the Royal Marines, grant of Retired Pay in lieu of Naval Pensions to pensioners who served with commissioned rank in the Army during the War, and heavier expenditure for Gratuities for Wounds than allowed for, modified by savings on ordinary requirements for Retired Pay, Gratuities on Retirement, and Pensions to Widows, etc. Due to extra expenditure in connection with the reduction of Royal Marines, application of the Coast Guard (Old Force) compulsory discharge terms to certain Coast Guard ratings discharged prior to the promulgation of these terms, larger expenditure on R.N.R. Gratuities, increased number of men granted commutation, and outstanding claims for War Gratuities greater than allowed for, modified by savings due to pension awards generally being less than anticipated. Due to requirements for Compassionate Gratuities and Injury Grants being greater than estimated and to increased payments for Police Pensions, modified by reduced expenditure for Compensation Allowances. Balances Irrecoverable and claims abandoned generally.
