The Active List of the Royal Naval Reserve comprises the following ranks :—

Commodores, Captains, Commanders, Lieutenant-

shipmen (1,600).

The maximum number of Captains is fixed at 20, and
of Commanders at 70.

Engineer Captains, Engineer Commanders, Engineer Lieutenant-Commanders, Engineer

and Engineer Sub-Lieutenants (400). Commissioned and Warrant Engineers.

Lieutenants,

Paymaster Commanders, Paymaster LieutenantCommanders, Paymaster Lieutenants, and Paymaster Sub-Lieutenants (200).

Officers undergo obligatory training for varying periods. Optional Training. Certain of these Officers may also volunteer for temporary service in the Royal Navy either for some special duty, such as Manoeuvres, or for courses of instruction in Gunnery, Torpedo, Signalling, Submarine, Navigation, Auxiliary Patrol, Anti-Submarine and Minelaying.

Lieutenant-Commanders under 4 years' seniority, Lieutenants, and Sub-Lieutenants (confirmed), may also volunteer to undergo a course of Naval training (in Navigating or other duties) in the Fleet for a period of 12 months; and Officers of the Military, Engineer, and Accountant Branches, who have satisfactorily completed 12 months', 6 months', and 3 months' training or active service respectively, are paid Annual Training Fees, subject to their conduct continuing satisfactory and to their carrying out certain short periods of periodical training, at the following rates :

Due to smaller provision for the training of Officers and men, and for the payment of Training Fees and Retainers, based on expenditure during the past two years, and also to a reduction in the period of training required to be performed by Officers of the Skipper Class.

Sub-Lieutenants (confirmed)

Officers of the Skipper Class undergo 14 days' training in each of the first three years of service after promotion to, or appointment as, Skipper or Probationary Skipper, and thereafter 14 days' biennially.

They are eligible for Training Fees as follows, subject to compliance with the regulations with regard to training :—

Probationary Warrant Engineers perform 3 months' obligatory training, one month of which must be performed within one year of promotion to the rank of Probationary Warrant Engineer. The three months' training must be carried out within three years of promotion.

OFFICERS-Contd.

Commissioned Engineers and Warrant Engineers (confirmed) perform 28 days' Naval training biennially, the first such period being performed within 2 years of confirmation as Warrant Engineer.

Commissioned Engineers and Warrant Engineers (confirmed) are also eligible for optional training of 3 months in one of His Majesty's ships.

They are entitled to Training Fees as follow:-—
Commissioned Engineers, £25 per annum.
Warrant Engineers, £20 per annum.

Commissioned Engineers and Warrant Engineers whose seniority as Warrant Engineer dates prior to 29 February 1912 are eligible, under certain conditions, for a pension of £15 per annum at the age of 60, or, alternatively, for a gratuity of £60 after 20 years' service in the R.N.R., provided they have attained the age of 50.

Commissioned Engineers and Warrant Engineers whose seniority as Warrant Engineer dates from or after 29 February 1912, and who have completed 20 years' service in the R.N.R. will, subject to the discretion of the Admiralty, be granted a discharge gratuity of £60 on reaching the age of 50, provided they have complied with the conditions as to training, &c.

The regulations governing awards to Officers for disablement attributable to the conditions of service are under revision.

Widows and Children (if any), and certain other dependent relatives, of Officers who, whilst on actual service, may be killed in action, or die from wounds, injuries or disease directly attributable to the conditions of service, will receive pensions and compassionate allowances on the same scale as the widows, children and other dependent relatives of Naval Officers of corresponding rank.

Travelling Expenses.-Subject to certain restrictions contained in the R.N.R. Regulations (Officers'), travelling expenses are allowed to Officers proceeding to and returning from Training Courses in Gunnery, &c., and Manoeuvres, in accordance with the King's Regulations.

Training-Training is carried out in the ships of the Fleet or other effective vessels in commission.

(1) Seamen and Stokers are entered on probation for 14 days, and are confirmed in their respective ratings if favourably reported on after 28 days' further training. Subsequently they are required to train for varying periods.

(2)(a) Engine-Room Artificer Ratings are required to perform a period of three months' training in the Fleet in every term of 5 years' enrolment (except the 5th period), ie., a total of 12 months' training.

(b) In the case of Acting Engine-Room Artificers, 4th Class, the first period of three months' training must be continuous, and must take place within one year of enrolment.

(c) Men entered as Confirmed Engine-Room Artificers, and Engine-Room Artificers in their second and subsequent terms of enrolment, must undergo the three months' training within the first three years of enrolment or reenrolment, such training either to be continuous or in periods of not less than one month's duration. As far as practicable, Engine-Room Artificers are allowed to select their own time for this training, provided that at least one month's training is performed in the first year of each term of enrolment.

(3) Chief Enginemen and Enginemen are required to perform a period of 10 days' training biennially throughout their service, these periods of training being performed in the branch to which they are allotted.

Men may also be allowed, in certain circumstances, to volunteer for service during manœuvres.

MEMORANDA.

Pensions and Gratuities.-Men enrolled before 1 April 1906 are entitled, under certain conditions, to a pension of £12 a year at the age of 60, or alternatively to a gratuity of £50 after 20 years' service, provided they have attained the age of 45 years in the case of Engine-Room Artificers, and 40 years in the case of other ratings. Men enrolled since 1 April 1906 are eligible for the gratuity only.

Widows and children (if any), and certain other dependent relatives of men who, whilst under training or on actual service, may be killed in action or die from wounds, injury or disease directly attributable to the conditions of service, will receive pensions and compassionate allowances on the same scale as the widows, children and other dependent relatives of Naval ratings.
