REPORT OF THE COMPTROLLER AND AUDITOR GENERAL. By agreement among the powers concerned, the Chinese Government was allowed to suspend payment of the instalments of the Boxer Indemnity, free of interest, from 1 December 1917, payment being resumed in December 1922. Section 1 (1) of the China Indemnity (Application) Act, 1925 sanctioned the institution of the China Indemnity Fund, to which instalments received after 1 December 1922 have been paid, instead of being paid into the Exchequer and issued and applied in like manner as the new sinking fund, as was formerly the case. The account prepared in accordance with Section 1 (4) of the Act shows the total of the Fund at 31 March 1926 as £1,419,447, and, except for £18,000 held on current account to meet administrative expenses, this amount is held on deposit in a bank at Shanghai pending the report of the Committee appointed for the purpose of advising the Secretary of State for Foreign Affairs as to the application of the Fund. This report has now been published (Cmd. 2766), and the recommendations include the establishment of a Board of Trustees in China to whom the control and administration of the Fund shall be entrusted. This proposal, as the Report explains, is not covered by the present Act, and further legislation will be required in order to carry into effect the Committee's. recommendations. Malcolm G.
