unemployed whether met by assessment, overdraft or loan. (Expenditure on poor relief to destitute able-bodied unemployed may be met from loans repayable over a limited period of years.) Column 8. Includes £102,106 interest paid, in connection with relief to destitute able-bodied unemployed, on bank overdraft and loans. Column 9. Includes expenditure on salaries, &c., of inspectors of poor and collectors of rates, office expenses, &c., so far as estimated to be applicable to sane poor. Column 15. The average number of destitute able-bodied unemployed (including dependants) chargeable during the year was about 81,600 and the number of all other sane poor persons benefiting on 15th May, 1925, was 112,953. Columns 6, 9, 12 and 14 include £11,000, a proportion of the cost of central departmental administration.

(1) Unemployed Workmen Act.-The figures refer to year ended 15th May. Column 9. Salaries of clerks, rent and upkeep of office, audit expenses, printing, stationery, &c., and estimated proportion of central administration expenses. Column 10. Of this sum £23,298 was spent on wages and food to the unemployed. The balance of the expenditure in this column was incurred almost exclusively on the maintenance of the estates at Palacerigg (Glasgow) and Murieston (Edinburgh), and in payment of ordinary labour employed in connection with the cultivation of these estates. A sum of £7,163 expended by Distress Committees on wages to the unemployed and recovered from Parish Councils is excluded from the receipts and expenditure of Distress Committees. Column 15. Number of unemployed persons for whom work was provided during the year.

(m) and (n) Lunacy Acts and Mental Deficiency Act.-Under this head is included expenditure on lunatic and mentally defective poor whether met by Parish Councils or District Boards of Control. Sums received from the Ministry of Pensions and expenditure met out of those sums are excluded. Column 9. Includes expenditure on salaries of clerks to District Boards of Control, office expenses, &c., estimated proportion of expenditure of Parish Councils on salaries, &c., of inspectors of poor and collectors of rates and estimated cost of collection of assessment handed over by Town and County Councils to District Boards of Control. Columns 6, 9, 12 and 14 include £16,429 the cost of the General Board of Control for Scotland.
