Alaska Stations Agronomist in Charge of all Stations Extension Agent Assistant Horticulturist Clerk APPENDIX 2 CLASSIFICATION OF ACTIVITIES EXPLANATORY NOTE The Classification of Activities in this series have for their purpose to list and classify in all practicable detail the specific activities engaged in by the several services of the national government. Such statements are of value from a number of standpoints. They furnish, in the first place, the most effective showing that can be made in brief compass of the character of work performed by the service to which they relate. Secondly, they lay the basis for a system of accounting and reporting that will permit the showing of total expenditures classified according to activities. Finally, taken collectively, they make possible the preparation of a general or consolidated statement of the activities of the government as a whole. Such a statement will reveal in detail, not only what the government is doing, but the services in which the work is being performed. For example, one class of activities that would probably appear in such a classification is that of "scientific research." A subhead under this class would be "chemical research." Under this head would appear the specific lines of investigation under way and the services in which they were being prosecuted. It is hardly necessary to point out the value of such information in planning for future work and in considering the problem of the better distribution and coördination of the work of the government. The Institute contemplates attempting such a general listing and classification of the activities of the government upon the completion of the present series. CLASSIFICATION OF ACTIVITIES 1. Virgin Islands: General activities APPENDIX 3 PUBLICATIONS As soon as the Office of Experiment Stations was organized it began the publication of information as one of its major activities. Eventually these publications came to include: the annual reports, the Experiment Station Record, technical bulletins, farmers' bulletins, publications of Alaskan and territorial stations, articles in the Yearbook of the Department of Agriculture, circulars, monthly lists of experiment station publications, farmers' institute lectures, and miscellaneous occasional pamphlets and leaflets, such as outlines of work and expenditures of the agricultural experiment stations; reprints of editorials from the Experiment Station Record for popular distribution; separate articles from the annual reports; mimeographed monthly lists of station publications; pamphlets containing federal legislation, regulations, and rulings affecting agricultural colleges and experiment stations; classified lists of projects carried on by the agricultural experiment stations; lists of bulletins of the agricultural experiment stations in the United States; and a card index to experiment station literature. It also participated in the publication of the Journal of Agricultural Research of the Department of Agriculture. Since July 1, 1923, when the Office of Experiment Stations was transferred to the Office of the Secretary, the publications have tended to develop into the classification that was maintained prior to the creation of the States Relations Service in 1915. Annual Reports. Two kinds of annual reports were issued by the Office: the Director's brief administrative report, and, the larger annual report of the Office. The former gave a brief summary of the work performed by the Office during the year. This was incorporated in the annual reports of the Department of Agriculture and it was also published as a separate document. The larger annual report was especially authorized by act of Congress, and the larger portion of the edition was reserved for distribution through Congressmen. It contained an account of the administrative details of the Office, detailed reports of the work performed by the several state experiment stations, a survey of the progress of agricultural education throughout the United States, and articles to illustrate the achievements in nutrition, irrigation, and drainage investigations, and of the farmers' institutes. The character of some of these productions is indicated by the titles: Reclamation of tide lands, dietary studies of groups, Coöperation between experiment stations and farmers, Development of the text-book of agriculture in North America, and Agricultural economics as a subject of study in the agricultural colleges. The Experiment Station Record. Since its first issue in 1889, the Record has been published without interruption by the Office, and its editor has always been the directing head of the Office. Even during the period 1915-1923, when the Office was operated under the State Relations Service, the Record was continued as an Office publication. Annually two volumes of about eight or nine numbers have been published, containing abstracts of publications of the agricultural experiment stations in the United States and in foreign countries, notes on the various stations, editorials and articles on special topics in agricultural science, and kindred contributions. Private subscribers to the Record are enrolled by the Superintendent of Documents, Government Printing Office, at the rate of $2 per annum, payable in advance. Bulletins. In 1889 the Office published its first bulletin. Several hundreds of them have been issued by the Superintendent of Documents at nominal prices to some and gratuitously to libraries, educational institutions, exchanges, newspapers, state and foreign officers interested in agricultural work, and to persons in active coöperation with the Department of Agriculture. Generally speaking, they are technical bulletins. They include organization lists of the experiment stations and colleges, proceedings of the Association of American Agricultural Colleges and Experiment Stations, and a general miscellany of scientific studies. The first bulletin was on the Organization of the agricultural experiments in the United States. Other titles indicate the variety of the studies: Handbook of experiment station work, Short courses in agricul |
