18 1 thorized to provide technical assistance and financial support 2 to service-learning programs which 3 4 5 6 7 8 9 "(A) assign volunteers to activities which meet the requirements of subsections (a) and (c) of section 103; "(B) carry out the purposes of this part; and "(C) provide opportunities for the enhancement of the personal, academic, and career growth of the volunteers involved. "(2) The Director is authorized to provide such assist10 ance and support through the establishment of a national 11 office for service learning or in any other manner which the 12 Director considers appropriate.". 13 (b) Section 114(c) of the Act is amended to read as 14 follows: 15 "(c) The Director may provide volunteers serving under 16 this section such support and allowances as the Director de17 termines to be necessary to permit such volunteers to carry 18 out their assignments.". 19 20 SPECIAL VOLUNTEER PROGRAMS SEC. 7. Section 122(c) of the Act is amended to read as 21 follows: 22 "(c)(1) The Director, in accordance with regulations 23 which the Director shall prescribe, may provide to volunteers 24 enrolled for periods of part-time service of twenty hours or 25 more per week for twenty-six or more consecutive weeks 19 1 under this part such allowances, support, and services as are 2 described in section 105(b) and as the Director determines 3 are necessary to carry out the purpose of this part, and shall 4 apply the provisions of section 104(c) and section 105(b) to 5 the service of volunteers enrolled for full-time service under 6 this part. 7 "(2) The Director, in accordance with regulations which 8 the Director shall prescribe with respect to volunteers enrolled 9 for periods of full-time service of one year or more under this 10 part 11 12 13 14 15 16 17 18 19 "(A) may provide to such volunteers such stipends, in total amounts not in excess of stipends provided under section 105(a) to volunteers serving under part A of this title, as the Director determines are necessary to carry out the purpose of this part; and "(B) to the extent that the terms and conditions of the service of such volunteers are of similar character to the terms and conditions of the service of volunteers enrolled under part A of this title, shall apply to the 20 service of such volunteers enrolled under this part the provisions of sections 103(b) relating to low-income community volunteers, 104(d), and 105(a), to the extent such provisions are applied to the service of volunteers enrolled under such part A.". 24 1 2 20 URBAN VOLUNTEER PROGRAMS SEC. 8. (a) Title I of the Act is amended by adding at 3 the end thereof the following new part: 4 5 "PART D-URBAN VOLUNTEER PROGRAMS "STATEMENT OF PURPOSE "SEC. 131. It shall be the purpose of this part "(1) to strengthen and encourage the involvement of individuals, neighborhood groups, voluntary associations, labor organizations, local business enterprises, local governments, and other local entities in neighborhood revitalization and person-to-person service activities in distressed neighborhoods by providing for urban volunteer programs which build on the capacity of neighborhood groups through the use of part-time volunteers to assist in efforts to reverse deterioration of, and improve the quality of life in, their neighborhoods (including efforts to provide necessary assistance to older persons and handicapped persons residing in such neighborhoods), particularly in situations where the application of human talent and dedication may assist in the solution of poverty-related problems and the problems of older persons and handicapped persons; 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 21 "(2) to provide appropriate authorities and responsibilities designed to assist in the development and coordination of such programs. "AUTHORITY TO ESTABLish and opERATE PROGRAMS "SEC. 132. (a) The Director is authorized "(1) to make grants to lead agencies designated by the Director in accordance with section 133 to establish and operate Urban Volunteer Corps programs under subsection (b)(1)(A); "(2) to make grants to public agencies and private nonprofit organizations (including lead agencies) to establish and operate Urban Volunteer Corps programs under subsection (b)(1)(B); and "(3) to make grants to public agencies and private nonprofit organizations (either directly or through lead agencies under subsection (e)(2)) for the operation of Good Neighbor Fund projects under subsection (b)(2). "(b)(1)(A) A lead agency may establish and operate 19 Urban Volunteer Corps programs under this part which may 20 consist of 17 18 21 22 23 24 "(i) projects in urban areas which attempt to match specific needs of local governments and neighborhood groups (including needs relating to the provi sion of services to older persons and handicapped per 22 1 2 3 4 5 6 7 10 sons) with volunteers who possess needed skills, on a request-for-service basis; and "(ii) subject to the provisions of subsection (g), development of a resource bank of locally recruited vol unteers available to provide assistance within an urban area. "(B) Any public agency or private nonprofit organiza8 tion (including a lead agency) may establish Urban Volun9 teer Corps programs under this part which may consist of— "(i) projects designed to provide personal and group financial counseling to low-income and fixedincome individuals, particularly older persons with low incomes or fixed incomes, utilizing volunteers with specialized or technical expertise; and 11 12 13 14 15 16 17 18 19 “(ii) projects utilizing volunteers to reduce the necessity of institutionalization and ameliorate the residential isolation of older persons, handicapped persons, and other similarly isolated persons. “(2) Any Good Neighbor Fund grant made by the Di20 rector shall not exceed $15,000. The number of Good Neigh21 bor Fund grants which exceed $5,000 may not comprise 22 more than 20 per centum of the total number of such grants 23 made by the Director for any fiscal year.
