ORDER OF REFERENCE.

[Wednesday, 23rd February, 1927]:-Estimates,-Ordered, That a Select Committee be appointed to examine such of the Estimates presented to this House as may seem fit to the Committee, and to suggest the form in which the Estimates shall be presented for examination, and to report what, if any, economies, consistent with the policy implied in those Estimates, may be effected therein :

Ordered, That the Committee do consist of Twenty-eight Members.

Committee accordingly nominated of.-Mr. Ammon, Major Astor, Mr. Walter Baker, Mr. Bennett, Captain Bourne, Mr. Brocklebank, Mr. Charleton, Brigadier-General Charteris, Captain Craig, Mr. Dalton, Captain Ernest Evans, Colonel Sir Frederick Hall, Mr. Hannon, Colonel Vivian Henderson, Captain Loder, Sir John Marriott, Captain Geoffrey Peto, Sir Philip Pilditch, Mr. Potts, Mr. Ramsden, Colonel Spender-Clay, Mr. Townend, Colonel Vaughan-Morgan, Mr. Wiggins, Mr. Thomas Williams, Sir Fredric Wise, Commander Charles Williams, and Colonel Woodcock.

Ordered, That the Committee have power, if they so determine, to appoint one or more Sub-Committees, and in that event to apportion the subjects referred to the Committee between the Sub-Committees, any of which shall have the full powers of the undivided Committee; and that Four be the quorum of any of the Sub-Committees.

SELECT COMMITTEE ON ESTIMATES.

The Select Committee on Estimates have made progress in the matters referred to them, and have agreed to the following First Report.

TREASURY ACTION ON REPORTS PRESENTED LAST SESSION.

1. Your Committee have received a Minute from the Treasury, dated 23rd February (Appendix I), dealing with some of the recommendations made by your Committee in their Second and Third Reports last year.

RECOMMENDATIONS IN SECOND REPORT.

2. Paragraph 7. Costing of Hospitals.

The Committee has been informed that a common form of cost accounting has been agreed upon which is being tried experimentally in one hospital of each of the three Service Departments for the quarter from April to June, 1927, with the idea that, if found satisfactory, it will be adopted. This form is a modification of the form at present in use by the Ministry of Pensions. Your Committee will await the result of this experiment with interest.

Paragraph 9. Amalgamation of Hospitals.

The Treasury have informed your Committee that the Joint Medical Services Committee have unanimously decided that. having regard to the position of Malta as an important centre for hospital accommodation for the sick and wounded of all three Services, it would not be practicable to provide adequate accommodation in the Naval Hospital alone. After reconsidering the situation in the light of existing circumstances your Committee concur in this view.

The Ministry of Pensions have taken over the Military Hospital at Cosham, as recommended by your Committee, and adapted it to their requirements, at an estimated cost of £7,520. Your Committee understand that it was necessary to carry out considerable conversions of the former Administrative and Stores Blocks, and to erect a hut to form an additional ward for about 50 beds. Certain expenditure on re-decorations, heating, and electric light was also necessary. Your Committee, having examined the estimate, consider it reasonable, and they would also point out that Ewell Hospital, which has been vacated, was held from the London County Council at a rental of £11,000
