The Poor Law Bill [H.L.] is then considered.

The Title and Preamble of the Bill are read and postponed.

Sir Frederick Liddell, K.C.B., and Mr. H. J. Comyns are called in and examined (see Minutes of Evidence).

It is proposed to examine the Clauses of the Bill already considered by the Committee of 1926, with a view to confirming the amendments drafted or proposed by Sir Frederick Liddell to carry out the decisions of that Committee.

The same is agreed to.

Clauses 94 and 95 are considered.

The effect of these Clauses and of Clauses 122, 226, 230 and 231 of the present Bill in respect of the disposal of Fines, as provided in the Act of 1834 is considered.

After deliberation, it is proposed that Mr. Comyns should consult the Poor Law Unions or Boards of Guardians as to their views on this point.

The same is agreed to.

The further consideration of the Clause is postponed.

The Clauses of the Bill drafted by Sir Frederick Liddell to carry out the decision of the Committee of 1926 are then considered.

Clauses 1 to 26 inclusive are again read and agreed to.

Clause 27 is read.

It is moved, page 15, after line 33, to insert a new Sub-section as follows:

"(2) Any Compensation awarded under this Section shall, if and so far as provision for the purpose is not made by any agreement or award of adjustment under this Act, be payable by such persons and out of such fund as the Minister may direct."

Clause 43 is again considered.

Sir Frederick Liddell is heard to propose a new Sub-section to carry out the decision of the Committee with regard to the powers of Guardians to seize the estate of a husband who has deserted his wife, for the purpose of her maintenance. (See Report, and Minutes of Evidence of 23rd February and 2nd March.)

After deliberation the Committee are of opinion that the proposed amendment should not be inserted in the Clause, but that the Act of 1718 should be left unrepealed.

The Clause is then agreed to without amendment.

Clause 46 is again considered.

It is moved, that the following amendments he inserted in the Clause. Page 24, line 32, after "entitled" insert "whether as a member of a friendly society or otherwise."

"(1) Where a child is an inmate of a workhouse or a district school is regularly visited by a minister of his own religion for the purpose of religious instruction, then, if the parents or surviving parent of the child, or, in the case of an orphan or deserted child, if such minister as aforesaid, makes a request in writing to that effect, the child shall not be instructed in any other religious creed or be required or permitted to attend the services of any other religious creed than that entered in the creed register, except where the child is over the age of twelve years and desires to receive instruction in some other creed or to attend the services of some other religious creed and is considered by the minister to be competent to exercise his own judgment on the subject.

(2) A child who being an inmate of a workhouse or district school is not so regularly visited as aforesaid, shall not be instructed in any religious creed other than that professed by his parents or surviving parent, and to which his parents or surviving parent object, or, in the case of an orphan or deserted child, to which his next of kin object."

It is moved that the following amendments be inserted in the Clause. Page 51, line 1, leave out "provisions of " and insert " powers conferred by Section six of the Burial Act, 1857, or by ".

Line 2, after "Section" insert "of this Act ".

Lines 3 and 4, leave out "such burial ground as is mentioned in that Section" and insert "burial ground ".

The same are agreed to.

Mr. Comyns is heard to state that he has made inquiries of a number of Boards of Guardians, with regard to the payment of fines, and that they consider the law, as it stands, to be obsolete in practice, and have no objection to the Summary Jurisdiction Act governing these cases. The further consideration of these Clauses is postponed. Clause 118 is again considered.

It is moved, page 59, line 32, at the end to insert:

(b) this Section shall not apply where a removal order is refused on the ground that the person whose settlement was in question had acquired a status of irremovability in the poor law union from which it was sought to remove him ".

The same is agreed to.
