It appears that "a large number of ex-judges have spent their entire vacation in this city," but (our contemporary addɛ) "they cannot issue a writ of habeas corpus, take bail, or release a prisoner from gaol." It would be somewhat tantalizing for an English vacation judge to read the following statement: "Judge HARLAN, of the United States Supreme Court, paid Chicago a flying visit this week, held court a day, and left for the seaside."

THE DIMENSIONS of the Supreme Court of Judicature Bill have been much reduced in its progress through Parliament, the patronage clauses having been, like those relating to the constitution of the Court of Appeal and to the re-arrangement of assize towns, postponed for a year. The Attorney-General has added two new clauses, one of them preventing a district registrar from acting as a solicitor or agent in any proceeding in his registry, and the other dealing with appeals to the House of Lords. Every appeal is to be brought within a month if the House is then sitting; and if not, within fourteen days of the commencement of the ensuing sitting. Moreover, in proceedings in the Court of Appeal in divorce and matrimonial causes, or proceedings under the Legitimacy Declaration Act, there is to be no appeal to the House of Lords without leave, except upon the grant or refusal of a decree of dissolution or nullity of marriage, or of a declaration of legitimacy. The same clause provides for the abolition of that anomalous tribunal, the "Full Court" of Divorce. Mr. H. FOWLER's amendment for the shortening of the long vacation, by providing that the Michaelmas Sittings should commence on the 18th of October, was warmly supported from all parts of the House, but was opposed by the Government and defeated by a majority of eighteen, the Attorney-General basing his opposition on the ground that the proposed change would be inconsistent with the understanding upon which the judges were appointed. If, however, this objection is to be valid, any shortenings of the vacations would be impossible without the resignation of all the members of the Supreme Court.

THE " in vacation business still continues. The hopeless state of the Queen's Bench list of summonses is indicated by a correspondent of the Times, who states that, on taking out a judgment summons a few days ago, he was told that the 2nd of November was the earliest day which could be appointed for the hearing. On Wednesday afternoon both the Vacation Judges were occupied in hearing an application for the discharge of five persons who had been arrested under the Extradition Act, while the appeal against the decision of Mr. Justice BowEN, refusing an injunction in the Fulham Smallpox Hospital case, was only partly heard, and had to be adjourned, with other appeals and some of the chancery business, until Thursday. The simplest remedy for the present state of things seems to be the appointment of a third Vacation Judge, but it is at least desirable that a separate day should be fixed for the sitting of the Divisional Court.

VACATION BUSINESS appears to sit more lightly upon judges in the United States, for the Chicago Legal News observes, "Judicially, Chicago has been very quiet for

THE COLCLOUGH STAMP FORGERIES at Dublin were mentioned in the House of Commons on Monday night, when Mr. HEALY elicited from Lord FREDERICK CAVENDISH the expression of an opinion that an Act of Parliament legalizing the documents upon which the stamps forged by COLCLOUGH had been impressed would not be necessary, because the forgeries had been confined to Judicature and Judgment Registry Fee Stamps, which the Board of Inland Revenue have the power of authorizing to be stamped at any time. He also stated that no blame appeared to attach to anyone for the frauds

having remained so long undetected, and that it was impossible to estimate the loss which had been occa

sioned to the Revenue, since the authorities could not ascertain how many of the forged stamps had been allowed for as spoiled stamps. The present state of the matter is by no means satisfactory, either to the profession in Ireland or to the Revenue authorities.
