her Majesty's justices of the peace on every 'conviction of a child or yonng person by a Court of Summary Jurisdiction. 4. That power be given to courts of -nmmary jurisdiction to inflict on the parent or guardian of any child or yonng person convicted by such court, either in addition to or instead of any punishment inflicted on such child or young person, a fine not exceeding that to which snch child or yonng person has become liable, in any case in which snch court is satisfied that such parent or guardian has, by neglecting to take proper care of snch child or yonng person, or otherwise, conduced to such misconduct. S. That children (under 12) should not be impruoned at the instance of a court of summary jurisdiction, unless it be on commitment for trial by jury. 6. That, except in to far as it may affect children (under 12), it is not -desirable to repeal the law which requires ever; young person committed to a reformatory school to suffer imprisonment for not less than ten days. 7. That the Industrial Schools Act, 1666, requires amendment, more particularly by extending the protection of the State over the scholars after they leave these schools, which are too much confused in the public mind with reformatory schools, from which they should be kept quite distinct; the latter being concerned in correcting crime among yonng persons who have become actual criminal', and have been imprisoned as sncb, while the former are preventing crime in children and young persons who have not been convicted of crime, and have not been in

Ox This Subject Blackstone says: "The law reposes
an entire confidence in the honour and conscience of the
noble persons who compose this important assembly
(the House of Lords), that if possible they will make
themselves masters of those questions upon which they
undertake to decide; and in all dubious cases refer
themselves to the opinions of the judges, who are
eutnmoned by writ to advise them; since upon their de-
cision all property must finally depend." In the Act
which regulates the Appellate Jurisdiction of the House
of Lords (39 & 40 Vict. c. 59), there is nothing said which
bears upon this ancient custom. The chancery judges
to be summoned by writ for the purpose of advising the
House of Lords, will form an addition of unquestionable

value to the court of final resort; yet considering that
that court was never stronger than at present—consist-
ing as it does of the Lord Chancellor, a Lord Ordinary,
and other Lords of Appeal well versed in real property
law—it might have been thought that the proposed
addition is hardly needed, especially at this time, when
the Chancery Division is so full of work.

"when Me. Tooth was incarcerated, it was announced
by a well-known archdeacon that the reverend gentle-
man was "looking forward to dwelling in a prison
during the remainder of his life," yet Mr. Tooth escaped
this sad fate. We observe that it is now announced in like
manner that the friends and legal advisers of Mr. Dale
"have made no application for his release, and give no
signs of doing so." It must not be assumed, however, that
any such application is necessary to procure tke release
from prison of the reverend gentleman ; for by 3 & 4 Vict,
c. 93 (which was passed because Mr. Teorooood went to
prison rather than pay five shillings and sixpence for
church rates) the Judicial Committee of the Privy
Council, or the judge of any ecclesiastical court, are
expressly enabled, if it shall seem meet to the said
committee or judge, and with the consent of the other
parties to the suit, to make an order on the gaoler in
whose custody the party is, under any writ de contwnace
capiendo, issued in consequence of proceedings before
the court, for discharging such party out of custody.

Thb Commissioners Of Inquiry into corrupt practices
at Sandwich have come to the conclusion that they are
checked in their investigation of earlier elections by the
circumstance that there was no contest for the borough
at the last general election. The 15 & 10 Vict. c. 57,
s. 6, empowers the commissioners, on being satisfied that
corrupt practices were committed at the election in
relation to which a roport has been made to the House
of Commons, to make the like inquiries concerning " the
latest previous election," and, if they find that corrupt
practicesjwere committed at such previous election, to
make the like inquiries as to "the election immediately
previous thereto, . . . and so in like manner from
election to election as far back as they may think fit ";
but if they do ncAfind, on inquiry, that corrupt practices
were committed at any election as to which they inquire,
"they shall not inquire concerning any prerious elec-
tion." There is nothing in this provision to restrict the
meaning of the word " election" to contested elections,
and we believe that, in the opinion of many who have
carefully considered the question, the fact that at an elec-
tion the seats were uncontested ought not to be considered
as ending the jurisdiction of the commissioners to
make a retrospective inquiry. It is obvious that an
investigation as to an election where no polling actually
took place might disclose practices as corrupt as the
bribing of voters.

The Impending Prosecutions in Ireland have drawn
attention to the subject of challenges to jurors per
causam. These have given rise to frequent discussion,
those made to the array having been for the most part
discouraged by the courts. Thus, in the case of R. v.
O'Brien, which Wbb tried at the Clonmel Special Com-
mission in 1849, it was held that an allegation that the
sheriff had returned a large proportion of the panel
