9. The Chatham Corporation Bill, which contained a clause relative to "Bye-laws as to alteration of streets," was allowed by Your Committee after being carefully considered by them; Your Committee after hearing evidence allowed a Clause enabling the Corporation to claim compensation from any person who negligently or wilfully breaks, throws down or otherwise damages, any public lamp or lamp-post, etc. The Corporation being the owners of such, and not being gas or electricity undertakers, could not get protection under the general law. 10. In the Stoke-on-Trent Bill (Lords) clauses were inserted for bringing into effect the establishment of a Savings Bank and a Housing Department in connection with the same bank which were disallowed after full evidence, and careful consideration by Your Committee. 11. The Lytham Saint Anne's Bill (Lords), in which there were no less than twenty-one acts and orders dealing with the local government of the Borough was promoted for the purpose of consolidating the local legislation. Very careful consideration was given by Your Committee to the effects of the clauses, some of which were in excess of the general law but had been in operation for a considerable period. In view of this fact Your Committee thought it inadvisable to curtail them. 12. Several of the Bills which Your Committee have considered contained clauses compelling owners to provide satisfactory means of escape in case of fire from buildings used as flats, hotels, hospitals, boarding-houses, shops and restaurants where sleeping accommodation is or is intended to be provided, Your Committee, after hearing full evidence on these points, are satisfied that the clauses, as amended and allowed, will ensure reasonably adequate protection for the public and at the same. time will not inflict undue burdens on the owners. 13.
