AGREEMENT between Great Britian and Ethiopia relative to the Frontier between British East Africa, Uganda, and Ethiopia.* Signed at Adis Ababa, December 6, 1907. THE frontier between British East Africa, Uganda, and Ethiopia, agreed on between the two Governments, shall be— The line which is marked in red on the maps† annexed to this Treaty in duplicate, which line, starting from the junction of the River Dawa with the River Ganale, follows the thalweg of the River Dawa to Ursulli, and from that point follows the tribal limits between the Gurré and the Borana to Gebel Kuffolé; from Gebel Kuffolé the Ine passes through the summits of the following hills: Roka, Churré Moyele, Burrolé, El Dimtu, Furroli, Dugga Kakulla, Burrchuma, Afur. From there the line goes to the creek at the south end of Lake Stefanie, thence due west to Lake Rudolf, thence north-west across Lake Rudolf to the point of the peninsula east of Sanderson Gulf, thence along the west shore of that peninsula to the mouth, or marshes at the mouth, of the River Kibish (River Sacchi), thence along the thalweg of this river to latitude 5° 25′ north; from there due west to a point 35° 15′ longitude east of Greenwich, thence the line follows this degree of longitude to its intersection with latitude 5° 40′ north, and runs from there to the intersection of the 6° north latitude with the 35° of longitude east of Greenwich. The tribes occupying either side of the line shall have the right to use the grazing grounds on the other side as in the past, but during their migrations it is understood that they shall be subject to the jurisdiction of the territorial authority. Free access to the nearest wells is equally accorded to the tribes occupying either side of the line. Both Governments shall send Commissioners, who shall, in concert, delimit the exact line of the frontier which is above described, and which is marked, pending such delimitation, with a red line upon the accompanying maps.† The Amharic text of this Agreement bears the Seal of the Emperor Menelek II. XXV B While they are there they shall settle the frontier of the Borana with the Gurré in concert with the heads of those tribes and in accordance with their customs. MONSIEUR LE SECRÉTAIRE D'ETAT, POUR faire suite à ma note du 13 et en me référant à la vôtre du 16 juillet dernier, concernant l'adhésion de l'Empire d'Ethiopie à la Convention postale universelle, j'ai, sur l'ordre du Conseil Fédéral Suisse, l'honneur d'informer votre Excellence que, suivant une note que mon Gouvernement vient de recevoir de l'Ambassade de France à Berne, et dont une copie est jointe à la présente, cette adhésion est valable à partir du 1er novembre, 1908. Les équivalents d'après lesquels l'Administration des Postes d'Ethiopie percevra ses taxes sont fixés comme suit, à savoir :A 2 guerche pour 25 centimes. A Le Conseil Fédéral est encore en correspondance avec l'Ambassade de France à Berne au sujet du montant de la dotation du Gouvernement éthiopien aux frais du Bureau International de l'Union postale universelle. Aussitôt qu'une décision aura été prise sur ce point, mon Gouvernement invitera le Bureau International de l'Union postale universelle à la notifier aux Administrations postales des Pays contractants. * See page 430. Veuillez, &c. Inclosure in No. 1. M. Cosson to M. Brenner. Ambassade de la République française en Suisse, MONSIEUR LE PRÉSIDENT, Berne, le 17 Octobre, 1908. PAR sa lettre du 25 août dernier, votre Excellence a bien voulu faire savoir à M. Bonnardet que l'admission de l'Ethiopie dans l'Union postale universelle était chose faite, l'adhésion de ce pays ayant été notifiée par la voie diplomatique à tous les Etats contractants. Il ne restait plus qu'à renseigner les pays de l'Union postale sur un certain nombre de points énumérés, au sujet desquels j'ai l'honneur de transmettre à Votre Excellence les précisions suivantes : Tout d'abord, en ce qui concerne la date à partir de laquelle l'adhésion sera valable, le Gouvernement éthiopien exprime le désir d'entrer effectivement dans l'Union le 1er novembre prochain. Quant au montant de sa part contributive aux frais du Bureau International, le Gouvernement du Négus nous prie de nous entendre sur ce point avec le Gouvernement fédéral et accepte par avance la décision qui sera prise à cet égard. Enfin, les équivalents à fixer en monnaie éthiopienne sont les suivants: Deux guerche équivalent à vingt-cinq centimes, le demi à dix centimes, le quart à cinq centimes. PAR note du 25 juin dernier, l'Ambassade de la République française en Suisse a remis au Conseil Fédéral en original et en traduction, une lettre par laquelle Sa Majesté l'Empereur Ménélik demande, entr'autres, l'admission de l'Ethiopie dans l'Union postale universelle. Cette demande comporte l'adhésion de ce pays à la Convention postale universelle. En application de l'article 24, §2, de la Convention précitée, j'ai sur l'ordre de mon Gouvernement, l'honneur de notifier cette adhésion à votre Excellence, par la présente, à laquelle sont jointes une copie textuelle de la dite note de l'Ambassade de France, ainsi que des pièces qui l'accompagnaient, à savoir: 1. La traduction française de la demande originale de S. M. l'Empereur Ménélik du 17 février, 1908. 2. La déclaration faite au Congrès Postal de Rome par le Commandeur Agnese pour l'Empereur d'Ethiopie. J'ajoute que le Conseil Fédéral est encore en correspondance avec l'Ambassade de France à Berne au sujet de la date à partir de laquelle l'adhésion est valable, du montant de la dotation du Gouvernement éthiopien aux frais du Bureau International de l'Union postale universelle et des équivalents de taxes à fixer pour ce pays. Dès que mon Gouvernement sera renseigné sur ces trois points, des communications ultérieures seront adressées aux Etats Signataires de la Convention dont il s'agit. En vous demandant de vouloir bien consentir à me donner acte de cette notification, je vous prie, &c. J'AI l'honneur de faire savoir à votre Excellence que les Gouvernements de Grande-Bretagne, de France, et d'Italie s'étant mis d'accord pour appuyer conjointement auprès du Conseil Fédéral la demande formulée par l'Ethiopie en vue d'être admise dans l'Union postale universelle, il n'y a plus d'obstacle à ce que le Gouvernement laisse poursuivre l'examen de cette requête.
