We, the Commissioners appointed by His Majesty, under the Development and Road Improvement Funds Acts, 1909 and 1910, beg to present the seventeenth Annual Report of our proceedings, for the year ended the 31st March, 1927. Our Report is arranged in four sections, the two first of which relate to the advances which we have recommended for the development of Agriculture, Rural Economy, Fisheries and Harbours, and describe the purposes for which these advances are being used. The third part of the Report relates to action taken under Part II of the Act of 1909 in connection with the compulsory acquisition of land. The fourth part deals with the financial position of the Development Fund at the end of the year 1926-27. During the latter half of the year under review the Commission was temporarily deprived of the services of Sir Thomas Middleton owing to his appointment as a member of the Royal Commission on Agriculture in India, and his consequent absence from this country. We have, however, been fortunate in securing Sir David Prain, who is already a member of our Advisory Committee on Agricultural Science, to act in substitution as an Assessor to the Commission during Sir Thomas Middleton's absence. We regret that during the year the association of Mr. J. R. Campbell and Dr. R. F. Scharff with our Advisory Committees on Agricultural Science and Fishery Research respectively terminated. They had originally become members of these committees as representatives of Irish interests, but after Ireland ceased to be in the sphere of the Development Commission this reason for their inclusion had ended. We wish to record our high appreciation of the valuable services rendered by them on our Committees. Professor George Barger, M.A., D.Sc., F.R.S., of Edinburgh University, was appointed in February last to be a member of our Advisory Committee on Fishery Research in the place of Dr. H. H. Dale, whose resignation on his appointment as Secretary to the Royal Society was reported last year. Advances from the Development Fund. The total advances recommended during the year amounted to £403,226 as compared with £558,392 in 1925-26. A list of these advances is given in the Schedule to this Report. The administrative expenses of the Commission amounted to £10,575 as compared with £10,452 in the preceding year. 62001 A 3 |
