STATEMENT OF MANAGERS ON THE PART OF THE HOUSE.

The managers on the part of the House, at the second and final conference on the disagreeing votes of the two Houses on certain amendments of the Senate to the bill H. R. 28812, making appropriations for the naval service for the fiscal year ending June 30, 1914, and for other purposes, submit the following written statement in explanation of the effect of the action agreed upon and submitted in the accompanying conference report on the amendments of the Senate, namely:

Amendments Nos. 46, 47, 48, and 49: Change the authorization from two battleships to one battleship, and the Senate recedes.

Amendment No. 50: Is a change of language providing that one of the battleships authorized shall be built in a Government navy yard, and the House recedes with an amendment striking out in said amendment the words "one of the battleships" and inserting in lieu thereof the words "the battleship."

Amendments Nos. 53 and 54: Strike out the mandatory provision of the House that the battleship shall be built in a navy yard, and the Senate recedes.

Amendment No. 55: Provides for the appropriation for the first year under construction and machinery, of the vessels authorized in the bill, and the House recedes with an amendment striking out "$21,768,228" and inserting in lieu thereof "$19,818,228."

Amendment No. 56: Provides for the appropriation for the first year under equipment for the vessels authorized in the bill, and the House recedes with an amendment striking out "$490,000" and inserting in lieu thereof "$430,000."

Amendment No. 57: Provides for the armor and armament for the first year for the vessels authorized in the bill, and the House recedes with an amendment striking out "$15,618,913" and inserting in lieu thereof "$11,724,192."

Amendment No. 58: Is the total appropriation under " Increase of the Navy," and the House recedes with an amendment striking out "$41,230,416" and inserting in lieu thereof "$35,325,695."
