MOTOR BOAT FOR CUSTOMS SERVICE.

Mr. SMITH of Texas, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT.

[To accompany H. R. 26549.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 26549) to provide for the construction or purchase of motor boat for customs service, having considered the same, report thereon with an amendment, and as so amended recommend that it pass.

The bill as amended has the approval of the Treasury Department, as will appear by the letter attached and which is made a part of this report.

Amend the bill as follows:

Strike out, lines 5 and 6, the words "Corpus Christi collector's district," and insert in lieu thereof the words "customs collection district of Corpus Christi, Tex."

Add, after the word "dollars," in line 7, the words: "Provided, That the Secretary of the Treasury may use this boat elsewhere than at Corpus Christi as the exigencies of the service may require."

SIR: I acknowledge the due receipt of your letter of the 6th ultimo, referring to this department for an expression of its views thereon, a copy of bill H. R. 26549, "To provide for the construction or purchase of motor boat for customs service."

This bill provides for the purchase or construction of a gasoline motor boat for service in the customs collection district of Corpus Christi, Tex., at a cost not to exceed $6,000.

The department has carefully looked into the matter of such a boat in this district, and is satisfied that the best interest of the service there and in that vicinity will be served by such a boat. I have, therefore, to inform you that I approve the proposed purchase or construction of a boat, and recommend that the bill pass after amendment as follows:

A formal amendment in line 5, so that the phrase will read, "for service in the customs collection district of Corpus Christi, Tex." Also that the following be added at the end of the bill after the words "sum of six thousand dollars": "which sum or so much thereof as may be necessary is hereby appropriated out of any money in the Treasury not otherwise appropriated: Provided, That the Secretary of the Tre sury may use this boat elsewhere than at Corpus Christi as the exigencies of the service may require."

DONATION OF OLD GOVERNMENT DOCUMENTS TO THE OLD NEWBURY HISTORICAL SOCIETY.

The Committee on the Library, having had under consideration House joint resolution 369, report it back to the House with the recommendation that it do pass.

The desirability of enacting the measure is apparent from the resolution itself and the letter from the Secretary of the Treasury with regard to it which follow:

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury is hereby authorized to give to the Old Newbury Historical Society, of Newburyport, Massachusetts, any or all documents in the customhouse building at Newburyport, Massachusetts, which are of no further value to the United States Government.

SIR: I am in receipt of your letter of the 10th instant, inclosing a copy of House joint resolution 369, "Authorizing the Secretary of the Treasury to give certain old Government documents to the Old Newbury Historical Society, of Newburyport, Mass.," and asking for an expression of the views of the department thereon.

In reply you are advised that I have considered the resolution, and hereby return the same with the recommendation that it pass.

The building in which these papers are stored has been sold, and it is desirable that they should be disposed of at the earliest practicable date.

The Committee on Foreign Affairs, to whom was referred the joint resolution (S. J. Res. 132) providing for an American commission for the investigation of rural credits in Europe, having had the same under consideration, recommends that the resolution be adopted without amendment.

No appropriation is asked for, and the information secured by this commission will be without cost to the Government.
