Section 24 increases the limit of cost for the immigration station at Baltimore, authorizes the sale of the old immigration station site in that city, and authorizes further the use of a certain portion of the grounds of Fort McHenry on which to erect the new immigration station.

Section 25 authorizes the enlargement, extension, and remodeling of the post office and courthouse at Kansas City, Mo.

Section 26 authorizes the Secretary of the Treasury to accept title. to a site to be donated for the erection thereon of a building at Malden, Mass.

Section 27 authorizes the extension of the limit of cost of the site for the post office, courthouse, and customhouse at Honolulu, Hawaii, said increase to be taken from the balance now remaining from previous authorizations and appropriations.

Section 28 requires all owners or agents of property in each city mentioned in the act to submit offers of sale in writing.

Section 29 requires the Secretary of the Treasury to invite bids for sites by public advertisement.

Section 30 provides that all buildings shall be unexposed to danger from fire by an open space of at least 40 feet on each side, including streets and alleys, unless otherwise authorized.

In presenting the bill making appropriations for sundry civil expenses of the Government for the fiscal year 1914 the Committee on Appropriations submit the following in explanation thereof:

The estimates on which the bill is based will be found in the Book of Estimates submitted to Congress for the fiscal year 1914, amounting to $128,357,629.43, and in sundry House documents recommending additional sums aggregating $10,433,005.55, making a total of estimates considered by the committee in the preparation of the bill of $138,790,634.98.

The bill appropriates $113,271,614.66, which sum is—

A reduction of $25,519,020.32 under the estimates submitted by the Executive, and

A reduction of $4,855,368.30 under the appropriations for the current fiscal year, 1913.

REDUCTIONS AND INCREASES.

Following is a comparison of the appropriations recommended in the accompanying bill with the appropriations made for the current

year.

To continue the President's inquiry into methods of transacting public business the appropriation of $75,000 is omitted.

For public buildings within their present limit of cost, including annual repairs, heating apparatus, vaults, safes, and locks and general expenses in the Supervising Architect's Office, $14,049,457, an increase of $3,893,495.52.

For the Life-Saving Service, $2,332,700; an increase of $68,000. For expenses of the Revenue-Cutter Service, $2,475,000; an increase of $40,000.

For engraving and printing, $3,068,777; a reduction of $405,529. For pay of assistant custodians and janitors of public buildings throughout the country, $2,540,000; an increase of $40,000.

For furniture and repairs of furniture for public buildings, $900,000; an increase of $100,000.

For fuel, lights, and water for public buildings, $1,600,000; an increase of $50,000.

For expenses of collecting customs, $10,150,000, being the same as the sum appropriated for the current year.

For the Public Health Service, including the quarantine service, the prevention of epidemics, and certain new activities for the service, $2,414,746, an increase of $400,901.

For other miscellaneous objects under the Treasury Department, $1,196,135; an increase of $177,450.

A new item is recommended for a central heating, lighting, and power plant, to cost not exceeding $1,494,104, and appropriating therefor $150,000.

For objects under the Smithsonian Institution, including International Exchanges, International Catalogue of Scientific Literature, American Ethnology, Astrophysical Observatory, National Museum, and National Zoological Park, $729,200; an increase of $122,200.

For the Interstate Commerce Commission, $1,695,000; a reduction of $65,000.

For armories and arsenals, $643,000; an increase of $277,050. For the construction of buildings at military posts and barracks and quarters at seacost defenses there is recommended $255,078; no sum was appropriated for these purposes for 1913.

For necessary accommodations for seacoast artillery in the Philippines there is recommended the sum of $200,000; a reduction of $50,000.

For the Cavalry post in Hawaii there is recommended $350,000, pursuant to contracts authorized therefor in 1910.

For maintenance of national cemeteries, headstones for graves of soldiers, etc., $292,620; a reduction of $69,640.

For national military parks, $185,000; a reduction of $1,000. For improvement of Yellowstone Park, $175,000; a reduction of $2,000.

For buildings and grounds in and around Washington, D. C., $216,450; an increase of $30,600.

For expenses of the Executive Mansion, including traveling expenses of the President, $110,600; an increase of $20,000.

For lighting the public grounds, $18,820; the same as the amount appropriated for the current year.

For the Washington Monument, $11,820; the same as the amount appropriated for the current fiscal year.

For expenses of the Commission on Fine Arts, $5,000; the same as was appropriated for the current year.

There are recommended as new items $25,000 for continuing work on the Grant memorial, $2,500 for unveiling statue of Commodore John Barry, and $300,000 for commencing work on the memorial to Abraham Lincoln.

For the improvement of rivers and harbors, under contract authorizations contained in river and harbor acts, $10,045,795; an increase of $545,545.

For publishing engineer maps for use of the War Department, $5.000; the same as the amount appropriated for the current fiscal

year.

For survey of northern and northwestern lakes, $125,000; the same as the amount appropriated for the current fiscal year.

For the California Débris Commission, $15,000; the same as the amount appropriated for the current fiscal year.

For protecting the harbor of New York from injurious deposits, $85,260; the same as the appropriation for the current fiscal year. For international Waterways Commission, $15,000; an increase of $5,000.

For artificial limbs, $85,000; a reduction of $30,000.

For appliances for disabled soldiers and for trusses, $6,000; a reduction of $1,000.

For support and treatment of destitute patients in the Providence Hospital, $19,000; the same as the amount appropriated for the current fiscal year.

For maintenance of Garfield Hospital, $19,000; the same as the amount appropriated for the current fiscal year.

For repair of isolation wards at Garfield and Providence Hospitals there is recommended $2,500.

For the National Home for Disabled Volunteer Soldiers, $3,943,765; a reduction of $51,895.

For continuing aid to State and Territorial homes for the support of disabled volunteer soldiers, $1,200,000; the same as the amount appropriated for the current fiscal year.

For payment of amounts certified to be due on account of pay and bounty for volunteer soldiers, including volunteers in the War with Spain, $30,000; a reduction of $175,000.

For repairs of buildings, Interior Department, $30,000; the same as the amount appropriated for the current fiscal year; and in addition special items for repair and improvement of the Patent Office Building and the old Post Office Department Building, amounting to $300,400, are recommended.

For work at the Capitol and for general and special repairs thereto, $30,000; the same as the amount appropriated for the current fiscal

year.

For improving the Capitol grounds, $30,000; the same as the amount appropriated for the current fiscal year.

For resurfacing the terraces of the Capitol, $83,500, and painting the dome and central portion of the Capitol, $16,970, are recommended as new items.

For enlarging the Capitol grounds, $500,000; the same as the appropriation for the current fiscal year.

For current expenses of the public-land service, $1,457,000; a reduction of $143,700.

For surveying the public lands, $712,920; a reduction of $10,920. For the United States Geological Survey, $1,295,520; the same as the amount for the current year.

For the Bureau of Mines, $662,000; an increase of $78,900.

For expenses in disbarment proceedings before the Department of the Interior, $1,000; the same as the amount appropriated for the current fiscal year.

For care and custody of the insane of Alaska, $57,000; a reduction of $3,000.

For education in Alaska, $200,000; the same as the amount appropriated for the current fiscal year.

For support of reindeer in Alaska, $5,000; the same as the amount for the current year.

For protection of game in Alaska, $15,000; the same as the amount appropriated for the current fiscal year.

For suppression of alcoholic liquor traffic in Alaska, $12,000; the same as the appropriation for the current fiscal year.

For national parks under the Interior Department, $227,450; an increase of $8,400.

For the Government Hospital for the Insane, $398,900; an increase of $4,500.

For the Columbia Institution for the Deaf, $71,500; the same as the amount for the current year.

For Howard University, $96,000; an increase of $4,000.
For Freedmen's Hospital, $61,040; a reduction of $3,000.

For repairs of courthouse at Washington, $5,000; the same as for the current year; and in addition there is recommended $40,900 for a heating system.

For continuing construction work at the United States penitentiaries at Leavenworth, Kans., and at Atlanta, Ga., $100,000 and $75,000, respectively, being the same amounts as were appropriated for the current fiscal year.

For additional land for the National Training School for Boys, $41,000 is recommended as a new item.

For miscellaneous objects under the Department of Justice, $1.003,280; a reduction of $6,755.

For expenses of United States courts, $7,004,570; an increase of $270,574.

For the Lighthouse Service, $5.007,420; an increase of $34,640. For the Coast and Geodetic Survey, $1,024,420; an increase of $1,700.

For the Bureau of Fisheries, $989,140; an increase of $44,350. For improvements at immigration stations: Ellis Island, N. Y., $184,000; and Chicago, $20,000; in all, $204,000. The appropriations for immigration stations for the current year amounted to $273,000. For the expenses of regulating immigration, $2,550,000; an increase of $25,000.

For salaries and expenses, Division of Naturalization, $225,000; an increase of $25,000.

For the Bureau of Standards there is recommended as a new item $45,000 for a building.

For expenses of the International Congress on School Hygiene the sum of $30,000 is recommended as a new item.

For objects under legislative, $226,092; a reduction of $62,040. Under the Government Printing Office, $5,602,075; an increase of $413,811. The latter sum includes $83,511 for the new system of distributing public documents and $120,000 to enlarge the power plant so as to serve the new city post office.

For continuing the construction of the Panama Canal, $16,265,393; a reduction of $12,714.607.

For fortification of the Isthmian Canal, $4,870,000; an increase of $2,063,050.
