Mr. STEVENS of Minnesota, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT.

[To accompany H. R. 28022.]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 28022) authorizing the Minneapolis, St. Paul & Sault Ste. Marie Railway Co. to build a bridge across the Missouri River in sections 14 and 15, township 152 north, range 93 west, of the fifth principal meridian, in the State of North Dakota, having considered the same, report thereon with amendment, and as so amended recommend that it pass.

The bill as amended has the approval of the War Department, as will appear by the letter attached and which is made a part of this report.

Amend the bill as follows: Strike out all after the enacting clause and insert in lieu thereof the following:

That the Minneapolis, Saint Paul and Sault Sainte Marie Railway Company, a corporation, and its assigns, be, and are hereby, authorized to construct, maintain, and operate a bridge and approaches thereto, across the Missouri River at a point suitable to the interests of navigation from a point on the east bank in section fourteen, Mountrail County, North Dakota, to a point on the west bank of said river in section fourteen in McKenzie County, North Dakota, in township one hundred and fifty-two north, range ninety-three west, of the fifth principal meridian, in accordance with the provisions of the act entitled "An act to regulate the construction of bridges over navigable waters," approved March twenty-third, nineteen hundred and six. SEC. 2. That the right to alter, amend, or repeal this act is hereby expressly reserved.

Amend the title so as to read: "A bill authorizing the Minneapolis, St. Paul and Sault Sainte Marie Railway Company to construct a bridge across the Missouri River between the counties of Mountrail and McKenzie in the State of North Dakota."

2. It is recommended that the accompanying bill. H. R. 28022, Sixty-second Congress, third session, to permit the building of a railroad bridge across the Missouri River in North Dakota, be amended as indicated in red thereon.

3. As thus amended, I know of no objection to the favorable consideration of the bill by Congress so far as the interests of navigation are concerned.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 28633) to amend the act approved January 27, 1912, entitled "An act to authorize the construction of a bridge across Caddo Lake, in Louisiana," having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War Department, as will appear by the letter attached and which is made a part of this report.

2. The object of the accompanying bill (H. R. 28633) is to extend the time for commencing and completing the construction of a bridge across Caddo Lake, La.

3. The original act authorizing the construction of this bridge, approved January 27, 1912, makes ample provision for the protection of navigation interests, and I know of no objection to the life of the franchise being extended as proposed by the bill under consideration.
