Mr. STEVENS of Minnesota, from the Committee on Interstate and Foreign Commerce, submitted the following REPORT. [To accompany H. R. 27944.] The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 27944) to authorize the city of Minneapolis, in the State of Minnesota, to construct a bridge across the Mississippi River in said city, having considered the same, report thereon with amendment, and as so amended recommend that it pass. The bill as amended has the approval of the War Department, as will appear by the letter attached and which is made a part of this report. Amend the bill as follows: Strike out all of section 1 after the enacting clause and insert in lieu thereof the following: That the time for commencing and completing the bridge authorized by the act of Congress approved January 27, 1910, as amended by the act approved January 27, 1912, to be built across the Mississippi River from Third Avenue S. to First Avenue SE., in the city of Minneapolis, Minn., is hereby extended to one year and three years, respectively, from date of approval hereof. Amend the title so as to read: "A bill to extend the time for constructing a bridge across the Mississippi River at Minneapolis, Minn." To the SECRETARY OF WAR: 1. Returned. [Second indorsement.] OFFICE CHIEF OF ENGINEERS, January 18, 1913. 2. The accompanying bill (H. R. 27944), to authorize the construction of a bridge across the Mississippi River at a point near the intersection of Third Avenue and First Street S., in the city of Minneapolis, Minn., is practically identical with an act approved January 27, 1910, as amended by act of January 27, 1912, the latter act authorizing an extension of time to one and three years, respectively, for the commencement and completion of the bridge authorized in the act approved January 27, 1910. 3. The time for commencing the construction of the bridge authorized by the act approved January 27, 1912, will expire by limitation on January 27, 1913, and it is assumed that the object of the bill is to extend the time for construction. From the standpoint of navigation interests I see no objection to the proposed extension, but I am of the opinion that it would be better to authorize it in direct terms instead of duplicating the act approved January 27, 1910. 4.
